We challenge anyone & any country accusing Sri Lanka of “genocide” to place their facts first.

These facts should give a good background knowledge of what LTTE is & what LTTE did to not only Sinhalese, Muslims, foreigners but also Tamils.

  1. LTTE emerged not after the July 1983 riots but in 1972 as TNT and thereafter in 1976 as LTTE.
  1. LTTE only hijacked the separatist objective from separatist Tamil political leaders to justify their militancy & used 83riots as a smokescreen to create an “ethnic” label to a separatist quest.
  1. LTTE is an international proscribed terrorist organization banned by 32 nations & continues to be banned even after LTTE ground force was militarily eliminated in May 2009.
  1. LTTE killing began in the 1970s killing initially Tamils – first the Mayor of Jaffna, then Tamil policemen on duty & thereafter Sinhalese soldiers on duty.
  1. LTTE killed Sinhalese, Muslims, Tamils even foreigners (an entire British family was killed when LTTE bombed a Sri Lankan plane) & killed even on foreign soil
  1. LTTE was banned by Sri Lanka in 1978, in 1998 and thereafter since 2006.
  1. Sri Lanka’s military offensive was against Terrorists not Tamil civilians – any Tamil civilian engaged in hostilities either by force or volunteering for LTTE loses his/her status as a civilian. Any deaths arising as a result of cannot claim to be civilian. The laws of war is clear about this.
  1. Sri Lanka does not need to reconcile with terrorists – Sri Lankan Army are not Sinhalese though LTTE were all Tamils but All Tamils are not LTTE. Only pro-LTTE Tamils seek a separate state not non-LTTE/TNA Tamils. LTTE were supported by non-Tamils that include Sinhalese, Muslims, foreigners, NGOs, Civil Society, diplomats, UN officials & even the Church.
  1. There have been countless ceasefires, 5 failed peace talks, negotiations in Sri Lanka & overseas but LTTE killings, assassinations, bombings, suicide missions did not stop & only in 2006 that Sri Lanka decided to militarily defeat LTTE. The infamous Norway brokered ceasefire saw over 3000 violations by LTTE that went on paper only.
  1. NO UN – NO WESTERN GOVT – NO FOREIGN ENVOY – NO HR GROUPS came forward to STOP LTTE throughout 30 years of LTTE terrorattacking villages, killing villagers, chasing them from their homes, shooting unarmed civilians worshipping, cutting pregnant mothers & babies, planting bombs on roads, trains & buses. But now these entities are screaming ‘accountability’
  1. So-called International Community DID NOT STOP LTTE kidnapping Tamil children turning them into child soldiers inspite of compiling reports/statistics about them
  2. So-called international community knew about LTTE illegal networks run by Tamils living on their soil and operating from their countriesmanipulating their systems and even duping their citizens (credit card scams, illegal human smuggling, illegal arms trade, money-laundering, hawala system) etc but did very little to stop them.
  1. UN/Western Govts continue to do nothing against the woman (Adele Balasingham) who not only trained Tamil children to killbut instructed them to bite cyanide capsule & commit suicide.
  1. Decision to defeat LTTE militarily came after enduring 30 years of terror & over 300 suicide attacks & failure of 5 peace talks, negotiations, ceasefires.
  1. Sri Lanka would not have endured LTTE terror, had India allowed the capture of Prabakaran in May 1987 when cornered in Vadamarachchi. India not only threatened action against Sri Lanka but whisked Prabakaran & family to Delhi in helicopters. There would have been no war in Sri Lanka after 1987 had India not given a lease to Prabakaran to continue his terror.

What prompted the decision to militarily defeat LTTE?

  • In 2006 LTTE made its biggest blunder by closing the Mavil Aru anicut committing a war crime by denying water to farmers. The military was called into open the sluice gates, LTTE attacked, the armed forces retaliated, LTTE attacked villages & military was called to action resulting in the liberation of East Sri Lanka in July 2007 & liberation of North from LTTE in May 2009.

Opportunity was given by the GOSL to foreign govts / diplomats/ NGO heads via Consultative Committee meetings held twice weekly enabling them to put their issues and questions on the table.

From the Govt side the invitees were briefed on the food, medicines sent to the conflict areas – if there were any shortcomings the invitees should have posed the questions at these meetings.

Why are they posing questions years after the war ended?

Here’s some questions for Canada to answer.

First it is important to picture the groups inside the conflict zone.

  1. The Sri Lankan Armed Forces – carried arms & ammunition
  2. The LTTE in LTTE uniform (men / women & child soldiers) – carried arms & ammunition
  3. The LTTE in civilian clothing (men / women & child soldiers) – some carried arms & ammunition
  4. Civilian Men (adults & elderly) – some carried arms & ammunition (by force/voluntarily)
  5. Civilian Women (adults & elderly) – some carried arms & ammunition (by force/voluntarily)
  6. Male Children below 10 years – some carried arms & ammunition (by force/voluntarily)
  7. Female Children below 10 years – some carried arms & ammunition (by force/voluntarily)
  8. Male Children 11 to 18 years – some carried arms & ammunition (by force/voluntarily)
  9. Female Children 11 to 18 years – some carried arms & ammunition (by force/voluntarily)

Therefore, if everyone had some form of arms & ammunition we cannot be certain who shot whom & who died as a result of whose shooting.

This was an armed conflict. There are casualties on both sides. It is against armed warfare to subject civilians to risks. It was LTTE that took Tamils to be used as human shields & hostages. Had LTTE not taken Tamil civilians the armed conflict would have been between LTTE & Sri Lanka’s Armed Forces. It was LTTE that put civilians in harms way. LTTE must be accountable for subjecting civilians to risks by keeping their armour amongst civilians & shooting from amongst civilians. In an armed warfare, it is the right of the other party to fire back. LTTE cannot fire keep civilians among them.

When even the UN Secretary General, diplomats also requested LTTE not to shoot at Tamil civilians, it is clear that LTTE were shooting at civilians who were trying to flee LTTE.

If LTTE was their hero, would civilians wish to flee LTTE?

LTTE shot Tamils attempting to flee to prevent them leaving LTTE as that would have reduced the people LTTE had to use as hostages & human shields.

Let’s figure out

  • How many Tamil civilians tried to flee LTTE
  • How many LTTE combatants also tried to flee & got shot by LTTE (injured LTTE put inside buses and blown up by LTTE)
  • How many succeeded to flee LTTE
  • How many failed to flee LTTE & got shot dead or injured for doing so?
  • How many LTTE in uniform died during the final phase of Sri Lanka’s conflict?
  • How many LTTE in civilian clothing died during the final phase?
  • How many Tamil civilians in civilian clothing took part in hostilities & died?
  • How many Tamil civilians in civilian clothing without taking part in hostilities died from LTTE firing?
  • How many Tamil civilians in civilian clothing without taking part in hostilities died from Sri Lanka Army firing?

Without knowing these details – UN/UNHRC CANNOT make any allegations against Sri Lanka.

People came to the Sri Lankan Forces not fled from them.

People fled LTTE & they faced LTTE fire. There are plenty of witness accounts to prove this.

Can those making allegations, please quote the numbers!

If they can quote the dead, they should be able to quote the number of people who tried & failed to flee & got shot dead.

How many Tamils did LTTE kill?

Those that came to the armed forces were taken to the camps set up to feed and shelter them. It was also inside one of these camps that a LTTE posing as a civilian blew herself up killing 20 soldiers include 3 female soldiers & 8 civilians while injuring over 40 civilian refugees.

It is also to be noted that close to 12,000 LTTE terrorists surrendered in civilian clothing to the Armed Forces including 584 child soldiers. All were put through rehabilitation. The child soldiers were given a presidential pardon, returned to school, given vocational training & the armed forces even arranged marriage ceremonies for the LTTErs who had fallen in love.

While no one is able to give figures as to how many Tamil civilians or LTTE terrorists, LTTE killed – all these deaths are being conveniently credited to the Sri Lanka Armed Forces.

Sri Lanka Armed Forces are a professional army. They have followed the laws of war but during the height of hostilities no one can expect them to be flipping through law books when the enemy is dressed in civilian clothing, holding a gun and about to fire. Do people want the soldier to be a sitting duck to an enemy that doesn’t care too hoots about the laws of war & but happy to seek refuge as there are bunches of people unfairly placing soldiers on part with terrorists. LTTE are armed non-state actors.

They were given several chances to lay down arms & surrender. They refused & accepted their fate. No one can be shedding crocodile tears for a terrorist movement & demanding restorative justice to terrorists & retributive justice for a national army that was called in to protect the citizens of a nation.

If Canada or Ontario or anyone else is alleging war crimes or even genocide, there has to be dead people, the dead people must have names & addresses, there has to be relations, they must have some form of ID to verify if they were even born. Those that claim anyone is missing or dead should have filed complaint with the local police – where are these complaints, they also had chances to file names with the UNHRC investigation (OISL) – where are these 40,000 names? Then there was the Sri Lanka Missing Persons Commission – that list had only 20,000 names of which 5000 were soldiers and majority of missing were before the final phase of the conflict.

Canada recently banned 4 persons – 2 former Presidents and 2 soldiers. One soldier was not involved in the final phase of the conflict which leaves just 1 soldier accused of committing war crimes.

Canada by now should be wondering how the hell can 1 soldier kill 40,000 while both sides were fighting it out in a small strip of land near a lagoon. Just visualize the scene & see if it is even possible.

Next imagine 40,000 or even 200,000 dead bodies – how the hell can the armed forces dig mass burial sites bury these people while rescuing some 300,000 Tamils? Even the US satellite images captured only 3 graves 2 of which were LTTE grave sites.

UN Secretary General Ban Ki Moon & a foreign contingent arrived 3 days after the conflict ended & flew over the conflict zone – surely, he & others would have seen freshly dug graves & 3 days cannot produce skeletons, so there should have been visible corpses. Where were these supposed to be dead bodies?

Canada & Ontario if they have a semblance of common sense must realize that without dead bodies or even skeletons, no one leave alone a national army can be accused of war crimes or genocide.

By all means, commemorate a bogus genocide – no one can stop Canada from doing so, but eventually Canada will become a laughing stock in history and the history books will eventually declare that there was never 40,000 dead or killed, if there were by now we would know the names of at least 500 dead. We have been challenging all those who drum the genocide charges to come out with the list of names & details – but they are all mum & prefer to simply drum genocide and commemorate dead LTTE claiming these dead terrorists to be civilians.

There is certainly something amiss in the manner Sri Lanka is being hounded. The UNHRC resolutions themselves are legally questionable – from an initial resolution that congratulated Sri Lanka for defeating terrorists on 27 May 2009, since 2012 Sri Lanka has been facing successive resolutions based on a personally commissioned report that was never tabled in the UNHRC/UNSC or UNGA. UNHRC has failed to follow due process and there are many procedural lapses at play creating legally questionable precedents.

It is curious why the 6 reports of international terrorist experts who took up the UNHRC/OISL allegations & negated them by concluding that the Sri Lanka Armed Forces did not commit war crimes is being intentionally ignored.

No country can be accused of genocide without dead bodies, without skeletons, without names of the dead or even proof that they were even born! It is preposterous to be drumming war crimes or genocide allegations without these fundamental facts. If people had phones & were taking videos – why didn’t they video soldiers digging graves & dumping dead people inside?

Sri Lanka Lessons Learnt & Reconciliation Commission Report

LTTE dead = 22,247

LTTE dead identified with names = 11,812

LTTE dead without names = 10,435 (why did families not identify them)

This LTTE dead are not Civilian dead

This LTTE dead cannot be used by Canada/NGOs/LTTE Diaspora or quoted by UN/UNHRC.

If Canada, US, UK, EU, LTTE Diaspora are making wild allegations, they must back it up with evidence & ensure that the dead they present are not LTTE.

We would like to know if Canada’s leaders want to commemorate LTTE Terrorist dead and why?

Canadas Truth & Reconciliation Commission was advised not to use “genocide” inspite of incriminating evidence against Canada of committing colonial & cultural genocide against Native Indians. In 2016 the Canadian Human Rights Tribunal accused Canada of racially discriminating 163,000 indigenous children. In 2019 Canada was declared guilty by the Canada’s National Inquiry into Missing & Murdered Indigenous women & girls. The Commission accused Canada of ONGOING genocide too. Before accusing other countries – Canada best get its house in order first & deal with the real genocide, Canada is accused of.

Consultants with direct ties to Mayor Patrick Brown and Councillor Rowena Santos began working on a Brampton University plan long before a competitive tendering process was launched and long before other members of council even knew about the scheme or approved funding for it, according to angry councillors who obtained internal City documents also shared with The Pointer.

The documents shed light on tax-funded payments to two consultants closely tied to Brown and Santos. They show work on BramptonU started long before council was informed of the plan and the two firms began their engagement months before the bidding process for the work was even launched. Their names were first presented to council by staff who recommended them for the job long after they had already been working with Brown and Santos behind the scenes.

The amount eventually paid under the supervision of former CAO David Barrick, who was recruited by Brown and fired on February 11 (according to new information received by The Pointer), was at least more than twice what was approved by council. It’s unclear how this was allowed.

During Wednesday’s heated council meeting, members repeatedly voiced their anger over the new information they obtained. Interim CAO Paul Morrison vowed to get to the bottom of what took place under Barrick’s watch.

Some of Brown’s allies, primarily Councillor Michael Palleschi, got into yelling matches with some of the six members who pledged in a stunning letter three weeks ago to clean up City Hall, stating “local democracy is under siege” in Brampton.

Councillors demanded a full report from staff and explanations for unusual spending patterns for the university consulting work. They put a freeze on the BramptonU project, with several stating it was already dead.

After consultants were hired in November of 2019 to put together a detailed, cohesive strategy to build the new campus and create the city’s first standalone university, Brown, Santos and Harkirat Singh were the public faces of the BramptonU project throughout much of 2020, appearing in City-produced videos heralding the plan, flooding social media and creating confusion by indicating it was a done deal.

The Pointer reported at the time that the provincial government had been provided with few details for a process that can take decades, did not allocate any funding for the plan and issued no required approvals to move the idea forward.

Despite this, the new documents show Brown and Santos were operating behind the scene, working with outside parties long before all council members were informed that consultants would be engaged.

Brown has links to one of the consultants, Stakeholder Research Associates (SRA), through employee Rob Godfrey (the son of Postmedia Chair Paul Godfrey), who worked closely with Brown when he was a member of the former PC leader’s inner circle, as detailed by the mayor in his own book which chronicles his dramatic fall from the Party in 2018, while Rob Godfrey was one of his most trusted confidantes.

It remains unclear what specifically SRA did for the more than half-million dollars it was eventually paid by Brampton taxpayers. Government relations, seemingly to lobby officials to advocate for the plan, and public engagement were among the activities outlined in a July 2019 draft report. But at least $100,000 was invoiced for “property development” without any clear description of what this work entailed.

Councillors on Wednesday said they did not know a draft report was submitted by the consultants months before they were officially hired through council approval and the only communication they were aware of to any higher level of government was a brief letter through council sent to Queen’s Park mentioning the desire for a new university and the hope for provincial support.

SRA did not respond to questions, stating they should be directed to the City of Brampton.

A summary from Brampton City staff in December showed that SRA had received $505,399 for its work on the BramptonU project between 2019 and 2021. Documents obtained by The Pointer show the initial contract, awarded in November 2019, was valued at $170,000 (as part of the $300,000 approved by council, along with the amount paid to the other consultant). However, the financial documents, which include invoices and payment records, show the amount eventually paid to SRA was far more than the original contract value. Two separate increases led to later payments that increased the cost for SRA’s work to a total of $531,100, according to the City of Brampton financial statements included in the documents.

They also show that the original amount was charged to Barrick’s office, but the later payments were charged to two different City departments. The account used to pay SRA was also changed to another account.

Santos is linked to the other firm that worked on BramptonU, the Academy for Sustainable Innovation (ASI). It was co-founded by David Wheeler, who in a blog post had written about the idea of a new university in Brampton. Wheeler taught Santos as a post-secondary business instructor and told The Pointer in December he had been her “occasional mentor” in the years since. Santos also helped Wheeler when he sought political office in Nova Scotia in 2017, flying to Halifax to help with his campaign. ASI was paid $101,381 for its work on the project, which was undertaken, at least in part, by Wheeler.

Neither Brown nor Santos responded to questions from The Pointer.

On November 25, 2019, Brown, Santos and Singh all appeared in a video promoting the concept of a new university in Brampton _ they called it BramptonU. “We don’t have a full university of our own in Brampton,” Santos said.

Brown explained the plan. “We’re proposing a new, innovative solution: BramptonU, a City-led effort with the goal to get provincial approval to launch our own, fully accredited university,” he said.

The video was released the same day the rest of council took part in a workshop run by Wheeler explaining how BramptonU might work. It came exactly one week after ASI and SRA won contracts to develop a university plan for Brampton and lobby for its creation.

But the real work on BramptonU began around eight months earlier, long before tender documents were drawn up and promotional videos filmed.

An email sent by Santos to several people, including former CAO Joe Pittari and Brown’s chief of staff, Babu Nagalingam, explained that, on March 14, 2019, David Wheeler planned to fly from Halifax to Brampton. The email, seen by The Pointer, explains he was going to be in the city to elaborate on a blog post pitching a plan to bring a new university to Brampton. “I had been reminding folks about this for a few weeks now,” Santos wrote.

The Pointer cannot confirm if this meeting took place but a few months later, on July 8, 2019, an 82-page document was submitted to the CAO. Councillors have told The Pointer they were never informed of the draft report, which was produced by the two consultants months before the bidding process for the job closed.

“Councillor Medeiros and I met with Mr Wheeler on July 3rd, 2019 to discuss the idea of BramptonU,” Councillor Jeff Bowman told The Pointer Thursday. “I do not remember being shown the 82-page draft that was submitted to the CAO’s office only a day later. This was the first and only meeting I had with Mr. Wheeler.”

Bowman said he is also concerned after learning about the connections between the firms and Santos and Brown. “At no time when we were considering the proposal from ASI/Stakeholder Research was there any declaration from any councillor or the Mayor that they knew or had any association with the proponents. We were informed at council yesterday that a councillor had checked with and received clearance from any pecuniary interest by the IC (integrity commissioner) in August 2019, well after the agreement was already in place.”

He also said the eventual cost for the consulting came as a big surprise. “I found the totals of the invoices presented yesterday for BramptonU shocking.”

The document Bowman never saw is titled “A draft strategy for the Development and Establishment of Brampton University” and has two company logos on the front: Stakeholder Research Associates and the Academy for Sustainable Innovation. The document references Wheeler, including meetings he had with City officials and certain councillors long before others were informed of their communication.

Wheeler is no longer listed as an employee of ASI and there is no mention of him on the website. The company does not have anything to do with launching universities and is involved in helping businesses reduce their carbon footprint. It did not respond to questions about Wheeler and his work for Brampton under the ASI banner.

“I would refer you back to the Council and the staff who placed and then managed the ASI and SRA contracts and the reporting and other accountabilities associated with them,” Wheeler told The Pointer. “I was simply a sub-contractor on these contracts until the Council asked for the work to stop around February 2020.”

In response to follow-up questions, including whether he had been paid for work prior to November 18, 2019, when contracts were awarded, Wheeler repeated his stance. “You really will have to take these contractual issues up with the Council,” he said. “It’s their project.”

The methodology section of the draft development strategy lays out work that took place in the spring of 2019 ahead of the BramptonU launch. It is unclear if ASI (and Wheeler) were under contract with the City of Brampton at the time; council did not approve requests for proposals (bids) for the project work until September, 2019.
 

“A proposal was submitted to the Office of the CAO by Stakeholder Research Associates in late April 2019,” the methodology portion of the document explains. “Following acceptance of the proposal, Dr Wheeler consulted with senior members of the administration of the City Council and their direct reports and did two tours of the City in the week of May 13th (2019).”

It is unclear who “senior” members of City Council might be. Brown is the head of council, but other members do not hold senior or junior titles.

ASI did not respond to a detailed list of questions, including when they first signed a contract to work on BramptonU.

Questions were also sent to SRA where Godfrey works. “SRA was a vendor of the City of Brampton,” Katharine Partridge, the president and managing partner of Stakeholder Research Associates Canada, told The Pointer.

Council agendas, statements from City staff and documents obtained by The Pointer suggest ASI and SRA were first awarded contracts to work on BramptonU on November 18, 2019. Neither company confirmed when they were first engaged.

A Brampton staff report, received by councillors on September 25, 2019, made two recommendations. It asked to “commence a public competitive procurement process” to retain an organization to “undertake advocacy efforts in order to obtain confirmation of support for the establishment of a University in the City of Brampton and to coordinate various public engagement opportunities”. It also sought permission to solicit bids from companies to “work on potential University program offerings that reflect the types of identified and required skills in the future economy and current high-demand skills that employers are seeking, by hiring, a qualified organization, and to make recommendations to Council regarding these matters in the future”.

Ann Bremner, manager of corporate projects, explained to councillors Wednesday that the two requests were labelled request for proposals (RFP) 2019-079 and 2019-080. The procurement process closed on both bids on October 16, 2019 and purchase orders for the work were issued on November 18, 2019, she said. The contracts were awarded to SRA and ASI.

“We didn’t get much of a turnaround to engage in a competitive process,” Councillor Charmaine Williams observed Wednesday. “It’s almost like we knew who we were going with, who we were going to award these contracts to.”

The draft strategy document submitted by ASI and SRA before the November 2019 contracts were awarded resurfaced a year later.

On July 24, 2020, Brampton issued a media release celebrating consultants and staff for laying “the groundwork for future BramptonU”. It referred to three chapters of BramptonU’s green paper as a “preview” of the proposal for a full university. The extracts are taken almost word-for-word, with some minor edits, from the proposal completed in July, 2019, by ASI and SRA.

“Over the past year, the City has worked closely with stakeholders and internationally-renowned educational institutions like Ryerson University, University of Guelph-Humber, The London School of Economics and Political Science, Queen Mary University of London, D2L and Algoma University, to help inform a plan for its own university, BramptonU, and a new agile and innovative model being proposed for postsecondary education in Brampton,” the media release claimed.

The work that was published as a preview in July 2020 had been completed more than 12 months earlier.

The September 25, 2019, staff report that planned to begin searching for contractors laid out the budget for the BramptonU project. It proposed $300,000 could be used in approved funding from the Office of the CAO. “Funding and financing requirements for the implementation of a Brampton University will need to be determined through development of a complete business case for Council’s consideration,” the report says.

Purchase orders, invoices and emails obtained by The Pointer show the cost of the project increased dramatically. City staff now peg the total at over $600,000, with the lion’s share of funding awarded to SRA. The decisions appear to have been made by staff without the knowledge or approval of many council members.

Bremner told council Wednesday the total cost could be as high as $1.4 million. It is unclear if that figure includes work on a since-cancelled plan to build a Ryerson University campus.

“I don’t know where to start here, I really don’t,” Councillor Pat Fortini said Wednesday, referring to a collection of receipts he said were left anonymously for him in his neighbour’s mailbox.

Fortini was one of the six councillors that signed an open letter in February blasting mismanagement at the top of City Hall. It alleged, “Some local elected members of Council and certain senior staff hired during the current term have taken a blowtorch to the rules that are supposed to govern our city.”

The six councillors who signed the letter vowed to clean up City Hall and investigate allegations of improper procurements and hiring. Just two days after councillors published the letter, controversial former CAO David Barrick was fired and replaced by the City’s director of bylaw, Paul Morrison.

Now, councillors are demanding Morrison search through old documents and contracts to explain exactly how the BramptonU file was managed under Barrick, who was brought to City Hall by the mayor.

Councillor Martin Medeiros voiced grave concerns. “I think there’s a lot of red flags,” he said. “And I think there is a lot of concerns about relationships, what was the influence? This has been my concern from day one: it seems there was two or three councillors who were in the know and were appointed as chosen ones to speak on education. And, respectfully, I don’t ever recall council making a decision.”

A majority of council members voted on Wednesday to have the City’s integrity commissioner investigate the relationship between Santos and Wheeler regarding his hiring to consult on BramptonU.

The internal documents suggest the initial contract awarded to SRA was valued at $170,000 on November 18, 2019. Combined with the total of $101,381 paid to ASI, the initial contracts appear to be within the $300,000 budget council approved in September 2019.

The contract between SRA and the City of Brampton was changed four times, a change order obtained by The Pointer shows. The first alteration was made on January 17, 2020, modifying the delivery department for invoices from the community services department to economic development (the original invoice was sent to the CAO’s office). A second change, on February 12, 2020, replaced the contract administrator.

The third change came on August 24, 2020, adding $240,000 plus tax to the previously approved agreement with SRA, raising the contract from $170,000 to $410,000 plus taxes. The change represented an increase of 142 percent. On January 14, 2021, a fourth and final change was made to the contract through the purchase order. The mailing address was moved to the CAO’s office and a further $60,000 plus tax was added to the contract.

A December 4 email from Partridge, SRA’s managing partner, to the City of Brampton shows the final $60,000 charge was to fund 150 hours of work by “two senior consultants” billed at $400 per hour. The note explains: “Over the final weeks of 2020, SRA will continue to liaise with relevant stakeholders within the government of Ontario to establish agreeable terms that will form the basis of the City Of Brampton’s request for the establishment of a Special Purpose Vehicle that will act as the proponent for the establishment of Brampton University? It is SRA’s hope that Brampton will be in a position to submit a formal letter to Ontario in the coming weeks that will include notional approvals and feedback currently being gathered.”

SRA sent invoices to the City of Brampton in a steady stream.

Between November 28, 2019 and February 28, 2020, an invoicing schedule shows payments almost weekly. On November 28, 2019, for example, just 10 days after Brampton awarded SRA its contract, an invoice was sent for $20,000 in government relations and property development, $15,000 for public polling and $10,000 for community engagement. Including tax, this invoice came to a total of $50,850.

SRA did not respond to questions asking to explain what work it had done for “GR, property development”. This work cost Brampton taxpayers $100,000 between November 2019 and February 2020.

Over the same period, SRA invoiced Brampton $30,000 for public polling.

A slide presentation shared with The Pointer by City of Brampton communications staff shows that Mainstreet Research conducted a poll for SRA between December 5 and 11, 2019. “The survey was conducted using automated telephone interviews (Smart IVR),” the slide deck explains. “Respondents were interviewed on landlines and cellular phones. The survey is intended to represent the adult population in Peel Region.”

It’s unclear what the need for the survey was.

A motion passed Wednesday, forwarded by Councillor Medeiros, aims to bring answers.

It demands a full report from interim CAO Paul Morrison investigating the ill conceived BramptonU project managed under his controversial predecessor, who was fired three weeks ago. It also puts a freeze on a project that seemed doomed before it was even started.

“It seems dead in the water; it seems done,” Medeiros told his colleagues.

Ever since the end of the arms conflict in Sri Lanka in May 2009, actions such as rehabilitation, resettlement, reconciliation and peacebuilding has been the fore front of headlines in all corners of the world. Sri Lanka militarily defeated one of the most ruthless terrorists organisations (Liberation Tigers of Tamil Eelam-LTTE) in the world successfully. Their propaganda engine with multi-million dollars of blood money successfully painted the Eelam victim card while the LTTE used suicide bombers and child soldiers to kill innocent civilians. LTTE were responsible for ethic cleansing of Sinhalese and Muslims from the North-East of Sri Lanka from 1948-2009 and also eradicating any Tamil political parties that did not adhere to LTTE ideology. Some Tamil diaspora who arrived as refugees to Canada,  had some experiences of losing a family or friend during the arms conflict, had not experienced any social connection to Sinhalese culture or had personal friendships or relationships with Sinhalese. LTTE’s propaganda machine had indoctrinated hatred towards Sinhalese. LTTE had destabilized and over time eradicated the inter-group relations of Tamils-Sinhalese in the North-East of Sri Lanka.

 

The Eelam struggle is about ethnic cleansing Sinhalese and Muslims from the north-east of Sri Lanka and establishing a state solely for Tamil eelam. How is this not infringing on sovereignty of Sri Lanka? How is this not interfering with the tremendous post war rehabilitation effort? We have seen many politicians speak about Eelam struggle without verifying facts. Eelam struggle is a racist separatist movement.

 

In Canada, several groups of effected persons gathered and mourned their losses since the 1980s at various dates usually celebrated by LTTE in the north-east provinces and imported into Canada. It was a political capitalization that a new movement of identifying the Tamil lives lost (mostly LTTE comrades)  as a “genocide” for risky polarized political exposure. Even Tamil political parties and many scolars in Sri Lanka rejected this claim.  United Nations alsong with Canadian government does not recognize the end days of the conflict as “genocide”.

 

The political lobbyists used political exposure and pressured various Tamil groups to work to get Bill 104 drafted. The risk assessment likely had included what-if scenarios of what-if the bill gets challenged in court and the big lie exposed? If the Tamil genocide narrative gets defeated in court what will this serve the purpose of those actually mourning the loss?  What if the Tamil Genocide narrative gets defeated, what will it do for all the politicians that rallied? Who will be ultimately be blamed for making all those effected look like fools? It will likely fall on those that helped draft the Bill 104 or those that actually raised their hand to approve it?

GURU SENEHASA – Sevvandiyakagee Kathaawak – “සෙව්වන්දියකගේ කතාවක්” is a book written in Sinhala by a dear friend of mine, Freeda Villavarayan.

At 655 pages, it is a long story. It was published in Sri Lanka recently and I thought I will write my impressions of the book. However, before I get to Sevvandi, I need to talk a bit about Freeda and how I came to read and review it.

Freeda is an accomplished Toronto writer who has written in both Sinhala and English. She has several books to her credit, mostly stories for children and she also writes poems. We have known Freeda and Tony, her dear husband, for a long time and when we meet, we always talk about books and writing.

I knew that she was writing a story about a young teacher in Sri Lanka and had heard how she wrote parts of it while seated by her dear Tony’s bedside as he recovered from a serious sickness. At the same time, I was working on my book, and naturally, we would exchange ideas about writing, publishing, and related issues.

Then one day, when we were at their house, she told us that the book is finally complete. Naturally, I was pleased for her and offered to read it and give my impressions. She was delighted and gave me this massive book in a thick binder, 550 pages of Sinhala text printed on both sides of letter-size paper. I was nervous. Typically, a document from a word-processing program doubles in size when typeset and printed, so I knew that I was looking at a printed book of over a thousand pages.

I wondered how I would get through this massive story, but I had told my friend that I would read it, so I was determined that I will read it. If I do not help a fellow writer, how can I expect help in return when I need it? It took some time but managed to read it from end to end and give my impressions of the book to her. Now, following several editorial revisions, the book is down to 655 pages and was published in Colombo recently.

It is a story about a young female teacher, Sevvandi. She has recently finished her training and after a short stint at a city school, decides to move back to her village, and serve as a teacher in the village school that she attended as a girl. It is the village that she grew up in, and her mother and her little brother still live there. It is a story of how one individual, through her small actions and gentle interactions with the people around her, impacts positively on the lives and the immediate society.

It has the charm and calmness of a gently flowing river. It is a story without lots of dramatic action, it is a place where people are friendly and helpful, and the river of life flows on steadily. As I immersed myself in the story, I realized that this is how the majority of people live in Sri Lanka, leading simple lives with simple goals, doing their duties by their families and society to the best of their abilities. Freeda is clearly writing about an ideal society that functions as well as it could, free of conflicts and forces that usually upends an idyllic life of a small village.

 

One could say that it is not a realistic portrayal of a typical Sri Lankan rural village these days, but this is fiction, and the author has every right to create the story as she sees fit.As I read on, I tried to pin it down against the Sri Lankan historical timeline. When did the story take place? In which political era and under what political conditions? I could not do that easily and gradually came to the realization that Freeda has done a masterful job of decoupling Sevvandi’s story from Sri Lanka’s story in the last half of the 20th century.

This is a refreshing change from most fiction that has been published in Sri Lanka in the last few decades. There is very little in this book about Independence, language issues, open economy, 83 riots, the war, and other the main socio-economic events that shaped our lives and our country’s story. It is also striking to see how ethnically diverse the cast of main characters you meet are and how well the author handles the interactions across the ethnic divides.

Rev. Ahangama Rathanasiri, Nayake Thero of Toronto Buddhist Vihara, proofread the manuscripts and also wrote the foreword to the book.

Then again that mirrors the author’s personal life. As I read the story, it came to my mind that, here is a simulation of what an ideal Sri Lanka should look like. Over the years, we have heard so much about how a multi-ethnic, multi-linguistic, and multi-religious country Sri Lanka is. But never had I come across a tale or a story to show me how such an ideal society will work and look. Here, at last, someone had thought about it and written a story based on such a situation. That alone should make this story a compelling read for most of us.

Along the way, Sevvandi, through her interactions and conversations with her brother, her friends, and her mother, shows us clearly what kind of person she is and how she sees the world. The reader is charmed by the ways she interacts with everything around her, even talking with the mother nature that surrounds her. She talks to the flowers in her garden, to the butterflies and birds that hang out there. When she looks at cloud patterns in the sky, she sees stories written there. She has compassion for everyone and approaches all situations with kindness, and by doing so, makes an immediate impact.

 

I thought that unconsciously Freeda is mirroring herself in Sevvandi. It is a long read that you will not finish in one sitting, but you will also not stop reading because you want to know what happens next to these characters. In one way, it reminded me of those very long classical Russian novels that I read in my teenage years. As I said before, it is a story that is very different from what we know of present-day Sri Lanka. It is almost as if Freeda is holding the book at us and saying that “Here, this is what we could be and what we should be.”

In the end, I really enjoyed the story of Sevvandi and her friends. It flows like a gentle river, with no sudden turbulent white water that the readers have to navigate while holding the breath. The author spent a lot of time developing characters who are compelling and real to life.

Having brought up in the middle-class Colombo society, I found the society that the Freeda describes a bit outside my experience, hence very interesting. Finally, I must say that the end left me a bit dissatisfied. I wanted to know where this story goes. What happens to Sevvandi, Viraj, Merrill, and the little brother.

Do they go on to have happy and harmonious lives? Do they achieve their dreams? Does the village school that Sevvandi loves so much prospers? Questions, questions, and more questions. The sequel, dear Freeda?

A leading Human Rights lawyer Yasmin Sooka, Executive Director of International Truth and Justice Project (ITJP), announced that ITJP submitted their deliberation against current Sri Lanka army commander Shavendra Silva on April 12, 2021. ITJP request to impose sanctions against the army commander.

The ITJP submission argues why Silva, Sri Lanka’s current Army Commander, should be designated under the United Kingdom’s Global Human Rights
(GHR) Sanctions Regime established on July 6, 2020.
 

Dr. Neville Hewage and his legal team of the Ontario Center for Policy Research joined Jaryaraj Palihawadana, Solicitor, and his legal team of London Initiative, UK. A joint deliberation was submitted to the Sanctions Unit, Foreign and Commonwealth Office, United Kingdom, on June 16, 2021. Dr.Hewage is the lead author of the deliberation and argued that IITJP submissions are politically motivated and should be rejected without further consideration. 

Dr. Hewage and his legal team also submitted deliberation with London Initiative legal team against the de-proscription of the Liberation Tigers of Tamil Eelam (LTTE) Tamil terrorist group in UK.  The Proscribed Organization Appeal Tribunal  in the UK exercised its discretion not to issue relief for the Tamil terrorist
organization. Dr. Hewage and his legal team successful in their submission. LTTE is remained proscribe in the UK.

Resolution 413 was presented to the US Congress on 18 May 2021 by Deborah K Ross and 4 co-sponsors though 9 US Congressmen signed a letter to US Secretary of State on the same day. It was referred to the House Committee on Foreign Affairs. Ironically, 4 of these signatories have direct links to pro-LTTE lobbies. Presumably Resolution 413 was to be about Sri Lanka’s conflict that ended on 18 May 2009 but the demands coming out of it, tells a different stor. The clauses and allegations no doubt were penned not by them and warrants to know the architect of this draft resolution.

Lie 1:

Sri Lanka’s conflict that ended in May 2009 was between Government of Sri Lanka National Army and LTTE. Members or leaders of other armed Tamil groups were killed by LTTE during the 1980s and 1990s.

Sri Lanka’s conflict was not ‘civil’ nor ‘ethnic but terrorist. With an armed group attempting to by gun carve part of Sri Lanka and hold control of it with the gun. LTTE were an all Tamil armed group but LTTE killed more Tamils than they care to admit not only in Sri Lanka but overseas as well. Overseas killings continue to this day. What are foreign governments doing to stop pro-LTTE groups threatening non-LTTE Tamils?

Lie 3:

Not only Tamil people, but every other citizen of Sri Lanka suffered while LTTE prevailed with their guns. There was never a day without a LTTE suicide mission, bombing or assassination attempt. All communities were displaced and casualties prevailed from all communities. It is unfair to presume & promote notion that only Tamils suffered.

Lie 4:

The Lessons Learned & Reconciliation Commission was appointed by the Government in March 2010. The UN Secretary General appointed a 3-member panel to personally appraise him in June 2010. There is no ground to claim that because the LLRC failed the UNSG appointed a panel.

Moreover, this panel was only a personally commissioned panel without mandate of either the UN General Assembly or the UN Security Council.

The UN must explain how a personally commissioned panel report can end up the basis for the OHCHR Head’s reports and the foundation of successive resolutions against a sovereign and UN member state.

Challenge to UNHRC:

The UNHRC must explain the legal basis for OHCHR’s report using a personally commissioned report as basis for reports against Sri Lanka.

The UNHRC must explain why the UNSG’s personally commissioned report was never tabled in the UNHRC, UNGA or UNSC

The UNHRC must provide evidence of war crimes, crimes against humanity and verifiable violations of international humanitarian laws instead of hiding ‘witnesses’ for 20 years and depending on media lobbying and lies to embarrass and humiliate a sovereign state and its national army. We accept that there may be one or two soldiers who may act reckless and outside of the line of orders, but this should not warrant for the UNHRC or any country to paint the entire army as war criminals. Bring out the evidence against these individual soldiers and demand action be taken against them only. We will all support this. But, we are not ready to have our armed forces branded as war criminals based on a legally questionable post-conflict process that has denied due process to Sri Lanka and has more questions than answers.

It is clear from every demand made in the successive UNHRC Resolutions and the coterie of co-sponsors headed by US that these demands are using the conflict as a guinea pig to continue their geopolitical arm twisting against Sri Lanka.

The US Congressmen may like to look at all the international tribunals held and realize the futility of these tribunals which have not brought any justice to the victims whatsoever. South Africa is a good example of no truth nor justice arising after millions have been spent. Thus, the allocation of funds for a similar exercise in Sri Lanka is going to be nothing but distribution of employment opportunities and to facilitate people to poke their nose into Sri Lanka’s internal affairs on the camouflage that they seek truth.

Lie 5:

There is no such ‘traditional Tamil homeland’and anyone claiming so must prove where Tamils evolved first (in Tamil Nadu or Sri Lanka) and next answer how there are 76million Tamils in Tamil Nadu (named as State for Tamils) and only 2million Tamils in Sri Lanka. Where Tamils evolved is the homeland of the Tamils. Tamils sought self-determination in Tamil Nadu first.

An ethnic group cannot demand 2 separate homelands in 2 separate sovereign states.

Lie 6:

On what evidence are these Congressmen claiming the North is ‘heavily militarized’ – this is the very nation that is refusing to remove troops from Okinawa, Japan, continues to maintain troops in Germany despite end of World War 2 and is illegally occupying countries with armed forces stationed since 2001.

The US Congressmen have completely ignored the US military attache of the US embassy Lt. Col. Lawrence Smith and the UK defense attache Lt. Colonel Anthony Gash’s despatches from January to May 2009 that completely demolishes the allegations by UNHRC.

Authenticity of statements

The former Northern PC Chief Minister, former justice of the Supreme Court who lived all his life in South of Sri Lanka, was educated amongst Sinhalese and only after his 70plus years went to live in the North in 2013. He needs to survive in politics and to do so, he needs to play to the gallery by making statements to keep alive the LTTE /separatist lobby. Lie 7:

The Provincial Council system was forced upon Sri Lanka following the forced signing of the Indo-Lanka Accord in 1987. No one in Sri Lanka asked for a PC system. The merged North-East Provincial Council was annulled following a unilateral declaration of independence in 1990 by Varatharaja Perumal who ran away to live in India. The merged N-E PC was demerged in 2006. While elections have been regularly held in other PCs, the terror of LTTE prevented elections in North & East. However, no sooner the East was liberated PC elections were held in 2008 and PC elections were held in North in 2013. The people of Sri Lanka however do not wish to continue the PCs primarily because it is a burden on the tax payer.  Regular elections are held for Parliament & to elect a President therefore the people’s democratic rights are very much prevalent.

According to IHS Markit, there are 85million surveillance cameras watching over US citizens (one for every 4.6 people in the US) Under the Mail Isolation Control and Tracking program, the U.S. Postal Service photographs the exterior of every piece of paper mail that is processed in the United States and these Congressmen are talking about surveillance in Sri Lanka.

With over 609421 covid deaths in US, the highest the world over, the US can hardly be proud of its record. Sri Lanka until October 2020 had just 13 deaths and the health workers and Sri Lanka Armed Forces, Police & Intel agencies were doing an admirable job handling covid.

Reminding UNHRC of the UN Charter

The UNHRC has been of late targeting smaller nations as a result of lobbying of powerful nations and powerful lobby groups. This runs contrary to the main UN Charter that assures non-interference into internal affairs of sovereign states.

It is unfortunate that while the very countries that accuse Sri Lanka, violate all international laws with impunity & immunity, they deem fit to question every internal system of Sri Lanka and demand that Sri Lanka only enforces what they desire, and they call this democracy and human rights!

Do the US Congressmen questioning about military appointments in Sri Lanka know that out of the 45 presidents of the United States, 29 had some military experience!

Do the US Congressmen now quoting the US role in the UNHRC Resolutions against Sri Lanka, also recall that the US walked out of the UNHRC calling it the ‘cesspit of political bias’.

Certainly, we want justice but that justice must cover all the victims without favor and it must begin by giving justice to the victims of the terroristsand that even includes all of the other Tamil militant groups that were virtually annihilated by the LTTE.

The commemorations that the LTTE lobbies attend with fanfare does not include mourning for the dead of other Tamil militant groups. In fact, mourning them is taboo.

All of the commemorations taking place in US, UK, Canada, France etc featuring pro-LTTE groups proudly displaying the LTTE flag alongside the US National Flag, the Union Jack etc are mourning LTTE dead not Tamil civilian dead.All of the commemorations taking place to which US, UK, European, Australian, Canadian MPs attend are to mourn the LTTE dead not Tamil civilian dead. This is what makes a mockery of banning LTTE by their governments. It is not that everyone does not know this. Everyone knows this but it is a good geopolitical arm twisting tool.

Therefore, it is the LTTE that must face the war crimes charges. They took to guns. They chose their fate. They were given 3 opportunities to surrender. They refused to lay down arms and surrender. With this opportunity given and denied from January 2009 onwards the war ended and the humanitarian rescue operation began until all of the Tamils taken hostage and kept as human shields were brought to safety on 15 May 2009.The remaining 3 days was between the LTTE fighters and the Sri Lankan National Army. If anyone claims that during the last 3 days some 40,000 died – then these were LTTE fighters and too bad they met their waterloo by choice. Anyone getting killed after 15 May 2009 by Sri Lanka’s troops were LTTE and not Tamil civilianswho chose to fight till their last man. Let no one forget that some 12,000 LTTE in civilian clothing did surrender and this included 594 child soldiers who were all given a presidential pardon, rehabilitated and returned to their families.

But if foreign governments and foreign politicians & even the UNHRC wish to cry over LTTE dead & hold international commemorations – we won’t stop them because it is a hilarious sight to watch!

Nevertheless, continuing the demand for justice, what the people of Sri Lanka want is for the GoSL to hold an investigation into every individual and political group that had links with the LTTE & begin with the TNA and hold them guilty of treason and declare them traitors to the nation for aiding and abetting terrorism and separatism via the 6thamendment.

As for the UN mechanisms for tribunals and truth seeking, we seriously question how far any of their tribunals have manifested in providing any justice except giving employment and creating opportunities to poke the noses into internal affairs of countries for further geopolitical interference. Isn’t this the real reason for the conflict that ended in May 2009 to continue politically? When the people are Sri Lanka are getting on with their lives. When the Tamils are enjoying a developed North, when former LTTE are also starting a new life – who seems to want to reverse all this? The LTTE lobbies living overseas and their political cronies overseas.

Are LTTE lobbies influencing foreign governments and foreign politicians or are foreigngovernments and foreign politicians manipulating LTTE lobbies for their geopolitical agendas?We all know the answer – its nothing but a ‘you scratch our backs, we will scratch yours’.

If the UNHRC was doing its job properly, it should have investigated and taken action against all the illegal invasions & arming and training of terror groups & exporting them to countries to cause mayhem instead of henpecking a country that solved its terrorist problem by its own armed forces, a fete no other national army has been able to do.

Let jealousy and revenge not tarnish the image of Sri Lanka’s national army.

By all means, let the personally commissioned Darusman Report be tabled in the UNGA, UNSC together with the OISL report and afford an opportunity for us to present counter arguments and for the UN legal team to answer one simple question – was the process of UNHRC Resolutions legal & was due process followed by the UNHRC and OHCHR Head and Office.

The York Region District School Board (YRDSB) is no stranger to ignoring the human rights of students underneath its care, let alone their parents as well. In 2016, the Province of Ontario had to step in to investigate allegations of systemic racism not just within board and political leadership but by staff as well. The board was eventually taken to the Ontario Human Rights Tribunal where the tribunal ordered an apology to a black woman who was called the “n” word by a YRDSB trustee, along with this woman’s children being racially discriminated against by staff. The provincial investigators later recommended that The York Region District School Board put into place an “independent” human rights office to assist with defending the board against human rights claims. A move that the Ontario Ombudsman completely signed off on.

Passing of Bill 104 without broader consultation, investigation and research

 

Toronto 7th May, 2021 – Democratic lawmaking needs debate, hearings, reviews and submissions at committees — all the machinery that winnows the truth out of the clash of partisan polemics and even outright lies. We did not find any of that in Queen’s Park on 5th May.  The Standing Committee on Regulations and Private Bills (SCRPB) responsible to look into Bill 104: Tamil Genocide Education Week Act, had met on the 4th of May and had recommended the bill for the  3rd reading on the 5th of May and a hearing for the 6th of May in spite of the large number of provincial, national and international submissions against the bill. None of their requests for speaking at the committee were granted. The title of the bill had a hoodwinking wording of “Education” to reflect provincial jurisdiction for a federal matter.

 

The United Nations Human Rights Commissioner had ruled that there was NO GENOCIDE against Tamils in Sri Lanka.  A study conducted by the British House of Lords under the direction of Lord Naseby had concluded that less than 7000 had perished when a democratically elected government put down an uprising by a group labeled as a terrorist movement by Canada.  The Sri Lankan Ministry of Foreign Affairs had made representations to the Canadian High Commissioner in Colombo regarding this bill, soon after the second reading of the Bill. The Sri Lankan High Commissioner in Ottawa accredited to Canada, as well as the Consul General of Sri Lanka in Ontario had made submissions. Numerous Immigrant organizations had made submissions, pointing how this bill has already begun to create ethnic strife among the expatriate Sri Lankan communities now domiciled in Canada.

 

Nevertheless, a false claim that some 140,000 Tamils were butchered in Sri Lanka in a matter of months has been launched into a mockery of a law in Ontario, by its adoption by committee and recommendation for its third reading in the legislature.

 

This highly undemocratic process at committee level seem to involve political foot work violating the principle that justice must also be seen to be done. Here it seems to be manipulated. Prior to the taking up of Bill 104, the chairman of the committee had been changed. The MPP for Markham, a riding with one of the highest numbers of pro-Eelamist (Tamil separatist) activists, has been made the chair of the Standing Committee on Regulations and Private Bills committee dealing with Bill 104, acting in conflict of interest. MPP Kanapathi rose in the house to make a statement on the 25th of March to acknowledge that the United Nations has “refused to recognize Tamil Genocide”. He failed to mention the Ontario Legislature’s lack of jurisdiction to declare Genocide

 

The way this Bill 104 has been prioritized at a time when every one’s time, effort and money should be directed to fighting the Pandemic is also shameful. The MPPs of the Ontario legislature must understand that if this bill 104 is a law, it will lead to ethnic strife among immigrant communities.

 

We request:

1. an investigation into the practice within Ontario Legislature to approve bills of foreign in nature;

2. an investigation into the practice of public hearing for a broader consultation with Ontarians for inclusiveness and equality;

3. an apology from the speaker and from the Premier of Ontario for letting this adversity happen right in the Ontario Legislature and repeal the Bill 104;

4. all school boards, trustees, school principals and educators to consider facts about the armed conflict and not the lies of pro LTTE Tamil terrorists that massacred innocent civilians now acting as human rights crusaders; 

5. we request politicians not to use Ontario Education System for their political gains.

Sri Lanka Army’s newest contingent of 243 professionally-trained Army personnel in the Combat Convoy Company (CCC), well-prepared to serve in the United Nations (UN) Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), amid best wishes of the General Shavendra Silva, Chief of Defence Staff, Commander of the Army and Head of the National Operations Centre for Prevention of Covid-19 Outbreak (NOCPCO) left the country for Mali early this morning.

General Shavendra Silva, together with a few senior officers was at the airport to see the Sri Lankan CCC, comprised of 212 Officers and Other Ranks, representing 12 Regiments of the Army, off to the landlocked West African country.

At first, the Commander at the airport spoke to Lieutenant Colonel Dinesh Bulathsinhala, Commanding Officer in the Mali-bound CCC, Phase III, Major L Udagedara, 2nd in Command of the CCC Phase III and members of the CCC.

General Shavendra Silva shared a few thoughts with them and extended his best wishes to the CCC at the airport after a brief military formality before boarding process commenced.

Earlier on 10 April, the Mali-bound CCC presented a formal military salute to the Commander of the Army at the IPSOTSL premises at Kukuleganga.

 

The CCC includes Army Officers and Other Ranks of the Gajaba Regiment (GR), the majority in the contingent as well as members of the Sri Lanka Army Service Corps (SLASC), Sri Lanka Armoured Corps (SLAC), Sri Lanka Engineers (SLE), Sri Lanka Signal Corps (SLSC), Corps of Engineer Services (CES), Mechanized Infantry Regiment (MIR), Sri Lanka Army Ordnance Corps (SLAOC), Sri Lanka Electrical and Mechanical Engineers (SLEME), Sri Lanka Corps of Military (SLCMP), Sri Lanka Army Medical Corps (SLAMC) and Sri Lanka Army General Service Corps (SLAGSC).

A group of 31 Army personnel, belonging to the same CCC are expected to leave after a few days due to logistic requirements. In the meantime, 240 members of the CCC troops (Phase II) already serving Mali having completed their peacekeeping roles will return home soon under two phases.

It is worthwhile to examine the recent history of the key countries who have passed the vote against Sri Lanka in the UN Human Rights Council and shine a light on their true values, as have been to date pertaining, with regard to human rights.

Countries that passed judgement against Sri Lanka have been the UK who was the penholder, in tandem with Canada, Germany and France just to name a few. Proclaim themselves to be judge, jury and executioner of human rights; sanctimonious to lecture other nations, having a dishonourable record themselves on the same subject matter of human rights. Surely their moral integrity is questionable; are these countries fair and genuine to criticise Sri Lanka?

There seems to be so much historical amnesia about what the British Empire really entailed. The fact that colonial history inclusive of its ugly brutality is not taught in schools or even in universities, has led to a complete lack of awareness of the atrocities committed throughout the empire and its subjugation of people by force. The extraction of substantial wealth was taken out of the colonies that they held by force and intimidation. Also, Britain financed its Industrial Revolution and its prosperity from the degradation of empire.

Let’s look at the UK’s true values

The UK Government it seems has conveniently forgotten all the atrocities and human right abuses caused by the British Empire, death and destruction stretching from Europe, Middle East, Asia to Africa, for instance:

In Chagos Islands: Mauritian Prime Minister Pravind Jugnauth said the UK was now an illegal colonial occupier. Between 1968 and 1974, Britain forcibly removed thousands of Chagossians from their homelands and sent them more than 1,000 miles away to Mauritius and Seychelles, where they faced extreme destitution and discrimination. Britain then invited the US to build a military base on Diego Garcia. US planes have been sent from the base to bomb Afghanistan and Iraq. The facility was also reportedly used as a “black site” by the CIA to interrogate terrorism suspects. In 2016, the lease for the base was extended until 2036.

In May 2019, the UN General Assembly voted overwhelmingly in favour of the Chagos Islands being returned – with 116 states backing the move and only six against. The UN said that the decolonisation of Mauritius “was not conducted in a manner consistent with the right to self-determination” and that therefore the “continued administration… constitutes a wrongful act”.

The UN resolution came only three months after the UN’s High Court advised the UK should leave the islands “as rapidly as possible”.

The UK has repeatedly apologised for the forced evictions, which Jugnauth has said were akin to a crime against humanity. Prime Minister Jugnauth said the UK and US lectured countries “to respect human rights, but they are champions of double talk”. “They are hypocrites. Shame on them when they talk about human rights and respect,” he added.

In India: Jallianwala Bagh Massacre, also called the Massacre of Amritsar, the incident happened on 13 April 1919, in which British troops fired and killed up to 1,000 peaceful protesters. They were a crowd of unarmed Indians in a park known as the Jallianwala Bagh in Amritsar in the Punjab region of India.

Acting Brigadier-General Reginald Dyer ordered troops to fire their rifles into the crowd of unarmed Indian civilians. The entrance was blocked by the armed soldiers, as well as by two armoured cars with machine guns. The vehicles were unable to pass through the entrance. Upon entering the park, the general ordered the troops to shoot directly into the gathering. The shooting continued unabated for about 10 minutes and the soldiers’ supply of 1,650 rounds of ammunition was almost exhausted. He has been called “the Butcher of Amritsar”. He became a celebrated hero among some with connections to the British Empire. Some historians argue the episode was a decisive step towards the end of British rule in India.

Some commentators have suggested that the British Government orchestrated and were a contributing factor to the severity of famines during the time India was under British rule. During the Indian famine under British rule, up to 29 million Indian starved to death. Historians have said that it wasn’t a famine it was a form of grand theft perpetrated by the British Empire to steal the food of India for the benefit of the mother nation England. While under the British administrative rule they diverted, stockpiles of tens of millions of tons of food from India. Then British Prime Minister Winston Churchill once said: “I hate Indians, they are beastly people with beastly religion, the famine was their own fault for breeding like rabbits.” The architect of the so-called famine in India.

In Iraq: At the crashing of the Iraq independent uprising in 1920, here the British indiscriminately massacred a large number of the Kurdish population in northern Iraq, on an industrial scale. 

It wasn’t Saddam Hussein who first used chemical weapons in 1988 against the Kurdish population, it was rather the British Empire, no other than the infamous Winston Churchill as the War Secretary in Lloyd George’s Coalition Government who decided to conduct aerial bombings with chemical weapons to annihilate and subjugate the population.

In Germany: Coincidentally one of the Royal Air Force squadron leaders in Iraq was Arthur Harris – who in 1942 assumed the leadership of RAF Bomber Command. Several of his senior officers in Bomber Command had served in the same squadron in Iraq. For Harris, during the Second World War believed that the German people could be obliterated from the air as he had once vanquished the tribesmen of Iraq. The destruction of Hamburg, Dresden and scores of other German cities and towns followed. Around 600,000 Germans, mostly civilians were killed, he earned the nickname “Butcher” Harris but as a sign of admiration. He was vilified as a mass murderer and a war criminal only decades later.

After his evil deeds were regarded as heroic deeds, and he was loaded with titles of the realm, ending up as ‘Marshal of the Royal Air Force Sir Arthur Travers Harris, 1st Baronet GCB OBE AFC’.

In Kenya: The Mau Mau rebellion in 1952 was undeniably caused by the growing tensions between the Kikuyu ethnic group native to Central Kenya and the English white immigrants. The Kikuyu had long been unhappy with white immigrants in Kenya taking their ancestral land without compensation rather obtained by brute force, and their economic deprivation led to vast discontent throughout the Kikuyu. The British troops rounded up to 1.5 million Kenyans including Barack Obama’s grandfather and put them into concentration camps in Kenya. British colonial records indicate 100,000 believed to have died.

Sir Evelyn Baring, 1st Baron Howick of Glendale, KG, GCMG, KCVO, played an integral role in atrocities committed and the subsequent cover-up of the abuses carried out during the suppression of the Mau Mau revolt and kept them secret from the British public.

Colonial administrators and governors including Sir Patrick Muir Renison GCMG, Sir Henry Steven Potter KCMG and Sir Walter Fleming Coutts GCMG MBE had a significant part to play according to the archive reports.



Let’s look at America’s true values

In America: As historians are fully aware, during the 500 years of the transatlantic slave trade, colonists from the US, the UK and France transported 12.8 million enslaved Africans to the Americas, in addition to another 10 million who died during transportation. 

The act of dropping atomic/nuclear bombs on a civilian population; on the cities of Hiroshima and Nagasaki was at the time governed by international law found in the Hague Regulations on Land Warfare of 1907 and the Hague Draft Rules of Air Warfare of 1922–1923 and was therefore unlawful. Also, under the Additional Protocol of the Geneva Conventions, the nuclear bombing of Japan was a gross violation of international humanitarian law. It clearly states that using nuclear weapons on civilians in any situation would violate international law. Is estimated over 226,000 civilians died and has America been brought to justice over this heinous crime. The person who sanctioned it; then, President Harry S. Truman be found guilty similar to the Nuremberg trial of the Nazi Germans and sentenced to death?

Presently in the US, black people are constantly harassed and murdered by white police officers, we have seen this day in day out on television. Henceforth, you can imagine what white immigrants must have done to the indigenous inhabitants of America who were completely wiped out by European migrants when there were no TV cameras or critical journalists to witness them. To date US justice has not prevailed for black people in education, employment and the list goes on. 

The brutal killing of George Floyd in America by a police officer, by putting his knee on his neck so he couldn’t breathe. Is merely a recent example that was witnessed by the world because of modern technology. Otherwise, it too would have passed into oblivions without witnesses. As pointed out by the UN Committee on the Elimination of Racial Discrimination long ago, African descendants in the US, Canada, Germany, France and the UK face systemic racism on health, employment, education, fair trial and other rights.



Let’s look at Germany true values

In Germany: As early as the beginning of the 20th century, German colonists slaughtered indigenous Namibian tribes and stole their land. Between 1904 and 1908 Germans carried out systematic genocide by having five concentration camps, “camps of death”. 

The German military killed over 100,000 indigenous people, including three-fourths of the Herero people and over half of the Nama people. United Nations Economic and Social Council Commission on Human Rights said in a report that this is the first genocide in the 20th century. During WWII, Nazi Germany slaughtered almost six million Jews, including one million children.



Let’s look at France’s true values

In France: Historians have discovered evidence, to show that the French army massacred 5.5 million people in Algeria during the colonial period, and stole their land, which is a crime against humanity. It’s been nearly 80 years since hundreds of black West African soldiers who fought for France’s freedom against Nazi Germany during World War II were killed in cold blood by their fellow white French officers in Senegal in 1944. 

In what is now known as the Thiaroi massacre; this is the story of how France treated its black soldiers and took their lives because they demanded for their rights. How was this then covered up and erased from the school curriculum? Was it in attempting to deny the truth and rewrite history? Was it to lighten the nation’s conscience burdened with guilt and culpability?



Let’s look at Canada’s true values

In Canada: The indigenous people of Canada have been constantly undermined and discriminated against by the non-indigenous European immigrants who settled in the continent of North America.

There is a deep rift between indigenous and non-indigenous peoples in Canada. It’s a divide that goes back hundreds of years when Europeans arrived in North America. This is when the discrimination began and the theft of their ancestral land. It didn’t stop at just taking land from the indigenous people, they brought with them a policy of physical and cultural genocide to snuff out the so-called Indian problem. 

The first Indian Residential schools started opening in the 1870s at the beginning of what some have called the darkest chapter in Canadian history. What took place in Residential schools amounts to nothing short of cultural genocide. By 1920 the Indian Act was amended to make it mandatory for status Indian children to attend a Residential school. When their parents refused to send them, police showed up and forcibly took them. It’s estimated that 150,000 children were taken from their families and placed in these schools, where they were stripped of their culture and their language. 

The goal of this program was assimilation, to quote, “kill the Indian in the child”. It is documented that thousands of children died, with some estimates saying the mortality rate was as high as 60% in some of these schools. Those who survived have shared horrific stories of physical, sexual and emotional abuse. The last Residential school closed in 1996. The impacts of those horrific institutions are still palpable today.

Indigenous communities have shown incredible resilience in the centuries since the European migration arrived, but the impacts of intergenerational trauma and colonisation still run deep. In 2007 the largest class-action lawsuit was taken against the Canadian Government which reluctantly acknowledged the damage inflicted by Residential schools in Canada.



Modern-day war crimes

It is reported that some in the US, the UK and their allies violated the Geneva Conventions and brutally killed innocent civilians in Afghanistan, which constitutes war crimes.

It is recorded that the US and the UK, among others, used some test tube of washing powder and staged a video as evidence to launch wars against sovereign countries including Iraq and Syria, which caused untold casualties of innocent civilians, tore apart and displaced numerous families. This year marks the 10th anniversary of the Syrian crisis. In Syria alone, 350,000 people have been killed in the war, their families have been destroyed and their lives greatly affected. Orchestrated according to historians by Western forces including America Shouldn’t the perpetrators be sanctioned?

This year also marks the 10th anniversary of Libya’s civil war. France, the UK and the EU, among others, launched the war in Libya, creating a large-scale humanitarian disaster, which is the root cause of the current migrant and refugee issues and an important factor leading to regional turbulence. More than 400,000 people remain displaced within Libya. More than a million people are in urgent need of assistance. Shouldn’t the perpetrators be held accountable?

These countries show no remorse for the human rights, atrocities committed by them and the turmoil they created in other countries; they even go further to impose unilateral sanctions on others in the name of human rights, severely jeopardising the rights to life, health and development of people in relevant countries.



Weaponising vaccines

In the face of the epidemic, these above-mentioned most developed countries have turned a blind eye to their people’s rights to life and health, leading to losses of tens of hundreds of lives. In pursuit of “vaccine nationalism”, they’ve hoarded vaccines far in excess of their population’s needs, leaving developing countries struggling with insufficient vaccines.

We can’t help but ask: how could people have any right if they lost their lives? The United States and the West have been trumpeting protecting human rights, but who and what right on earth are they protecting? In what way are they respecting and protecting human rights? Shouldn’t they feel ashamed?



The new media age

These few countries are obsessed with lecturing others on human rights. However historic facts have proved that they are neither qualified nor capable of doing so. Historians have stated; we hope they will understand that you can’t tell a lie and expect to get away with it especially with the dawn of the new media age, where everybody has access to information on their phone.

A clear example of this would be the demonstrations that mushroomed all over the world in disgust of what happened to George Floyd who was illegally killed by a white police officer. It went viral everywhere in the world causing demonstrations because they had access to information and at the same time, they found it absolutely unacceptable that in 2020 an innocent black man can be killed because of his colour in America.



Weaponising the Human Rights Council

The time to intimidate emerging nations is long gone. In the old days, they had something called gunboat diplomacy where they could threaten with violence to get their way. Now, they are weaponising the Human Rights Council to be a precision-guided missile to exert influence on specific countries. Also gone are the days when several so-called scholars and state media could unscrupulously malign nations in collusion with impunity. Any nation worth anything must robustly defend national interests and dignity. It’s a courtesy to reciprocate what we receive. 

There are no longer any excuses for discrimination, prejudice, ignorance and arrogance. Never try appeasement. That’s what British Prime Minister Neville Chamberlain did with Adolf Hitler in the 1930s and it ended up with the Second World War. Historians and aficionados have now widely discredited it as a policy of weakness.

A perspective from a Sri Lankan Canadian

Each time, a Canadian politician talks about Tamils of Sri Lanka, they are being racist.

There are hundreds of thousands of Sri Lankan immigrants who left their motherland to come to the West. They belong to Sri Lanka Sinhala, Tamil, Muslim and Burgher communities. The main reason for them to leave Sri Lanka was the 30 years of Tamil Terrorist war in the country. Some of these immigrants landed in Canada. Some through the proper channels and others as refugees. During the peak times of the war, Canada allowed more Tamils to migrate to Canada than the other races of Sri Lankan origin. Even though we were all equal victims of the same war, the Canadian governments took sides at the time. Due to this unfair favoritism by consecutive Canadian Governments, there are more Tamil immigrants in Canada compared to Sinhala, Muslim and Burghers.

So, the question is, why are some Canadian politicians being racists? The answer is the Tamil vote.

Patrick Brown has been a staunch supporter of the Tamil Eelam Seperatist movement and has been a critque of Sri Lanka eversince his visa got rejected in 2009. There are enough statements in the public domain pointing to that. Patrick Brown, who had been silent for a while, has suddenly started to voice against Sri Lanka. 

On 20th of January, Brampton city council unanimously voted to build a monument to commemorate the lives of Tamils lost in the war. Why only Tamils? – one might ask. The proposal was made by one of mayor Patrick Brown’s closest allies in the city council. This was claimed to be in return for a monument destroyed by the Jaffna University staff. It was later found that Indian RAW (Research and Analyst Wing) was involved in destroying the monument in an attempt to instigate unrest among university students against the government of Sri Lanka; and President Rajapaksa immediately ordered the Jaffna University staff to rebuild the monument. All staff in the Jaffna University are Tamils and RAW could have easily convince the staff to destroy the monument to make out that Sri Lankan government did it. This is to heighten the pressure against the Government of Sri Lanka which is in the middle of another UNHRC review and more importantly at a time when India is in attempting to obtain access to Eastern Terminal of Colombo harbor. People from all works of life are rallying against ADANI, the Indian company taking over the terminal. 

Meanwhile, Tamil Tiger supporters in the GTA organized a vehicle rally to Toronto with the help of Patrick Brown and later he appeared on CBC and gave a noisy interview against Sri Lanka. You might wonder why Patrick is suddenly behaving like this. If you dig deep you will find information that could be sufficient to sue him for treason, and someone could easily suggest that he could be an Indian agent in Canada. For him, the Indian population in Brampton is key to his success in politics. As a result, many of his various activities are Indian-centric and also, he has been instrumental in instilling the needs of some pro LTTE Tamil sections at the instigation of his leading Tamil political ally, Babu Nagalingam. But there is now a strong suspicion that this is also happening to fulfill the interests of India via RAW which is active among Tamils.

Patrick Brown has a fraternal bond with the current Prime Minister of India. Patrick Brown’s friendship with Modi dates back to 2009 and began as a result of the efforts of the Federal Conservatives to reach out to cultural communities in Canada. Although the vast majority of the Indian population in Canada are Sikhs, Patrick chooses the business minded Patels instead. 

Patels comes from Gujarat. At that time the Chief Minister of Gujarat was the current Prime Minister Modi. Despite objections from Global Affairs, Patrick visited Gujarat to meet Chief Minister Modi. Patrick was a Member of Parliament at the time and Modi was a controversial extreme-Hunduthva  figure accused of hate crimes against minorities. He had lost his visa to travel to the United States after being accused of failing to quell a riot that killed hundreds.

However, Patrick attended a trade conference hosted by Modi’s Gujarat government. As a result, Patrick became an ally of Modi. In 2015 Patrick Brown was the only person Modi met unofficially during his visit to Canada while being the Indian Prime Minister. Brown has already visited India more than 15 times to meet Modi. In short, Modi calls him “Brother Patrick” or “Patrick Bahai”. It is said that Patrick Bahai played a key role in the implementation of the multi-million-dollar uranium supply deal signed between India and Canada in 2015. 

In addition, every time Patrick contests an election, the Ontario Gujarati Association comes out in support of Patrick on Modi’s request. This is a special feature of his parliamentary, provincial, and now Brampton mayoral elections. He should have been the Premier of Ontario with the help of Modi if he did not have to face sexual misconduct allegations during the Conservative Party leadership race where he had to withdraw from the campaign. 

Back in Sri Lanka India moved to acquire the Eastern Terminal of the Colombo harbor, although Sri Lanka herself was not ready to grant India one of its prime revenue earners.  India wanted all screws tightened against the Sri Lankan Government throughout the world, and wanted increased Tamil Tiger protests in Canada at a time when the UNHRC is planning its periodic review of Sri Lanka. Perhaps with a single phone call from Big Brother Modi, or just a nudge from RAW, Patrick Bhai would have orchestrated anti Sri Lanka projects to increase pressure on Colombo.

The construction of a monument on the taxpayers’ expense in Brampton while neglecting Canada’s national security in attempting to satisfy his big brother Modi is something that security intelligence people must investigate very seriously. If he really wants to be a human rights hero, he would have built a Khalistan monument which a majority of Brampton Sikhs have been requesting for a long time. But Patrick Brown, being Patrick Bahai is not ready to dilute his friendship with the Indian Prime minister. If he is a human rights hero Brown would never have visited Modi at a time Modi was facing allegations for orchestrating hate politics that led to the massacre of thousands of Muslims in the province of Gujarat.

Mayor Brown playing divisive politics to cover his incompetence, should step down immediately!

The City of Brampton has some of the highest COVID-19 positive cases in Ontario right now. The affected areas cover the following postal codes: L6P, 19.4%; L6T,16.6%; L6W,16% and L6R 15.8%. 

Brampton mayor Patrick Brown has failed to manage his municipal affairs. Many Brampton residents rejected his self-serving disrespectful behaviour.  He was playing hockey with his close associates in the hockey arena, as reported by Rebel media. The hockey arena was also located among one of the highest number of COVID-19 positive areas in Brampton. This provides clear evidence of Mayor Brown’s negligence and incompetence in managing municipal affairs. 

Further, Mayor Brown invited members of the Transnational Government of Tamil Eelam or otherwise known as TGTE, (a proxy organization of the Liberation Tigers of Tamil Eelam (LTTE), a proscribed terrorist organization in Canada) to start the so-called (alleged) enforced disappearances walk from Brampton City Hall. A large number of people were gathered at the City hall. They were roaming around the City, visiting their supporters across Brampton, which resulted in an increase in the number of cases of COVID-19, in Brampton.  

However, Mayor Brown did not stop there. His disruptive anti-social behaviour, further escalated by inviting the LTTE Tamil terrorist sympathizers to start a car parade from Brampton City Hall. All individuals who participated in the parade came from different parts of Ontario and did not remain in their cars. They also roamed around the City. A majority of them visited their friends, relatives, supporters and Mayor Brown himself. 

Brampton Mayor, Brown further engages in his divisive political circus and promotes hate among Bramptonians to gain short-term political benefits. He joined with LTTE Tamil terrorist sympathizers to organize a campaign, the so-called Mullivaikkal LTTE memorial. Many organization members conducted large gatherings to meet each other and have noticed an increase in the number of COVID-19 cases in Brampton. 

Mayor Brown’s irresponsible self-serving agenda is directly linked to the spread of COVID-19 in Brampton and his reckless behaviour has been rejected by many Bramptonians. 

Mayor Brown has no concern over public safety or to manage COVID-19 in the best interest of Bramptonians. He is promoting divisive hate politics in Brampton to put forward his short-term political gains. 

Mayor Brown incompetent in managing municipal affairs, therefore, needs to step down immediately. 

Brampton Mayor, Patrick Brown lost his Ontario Premier candidacy, after his sexual misconduct was exposed. He allegedly had inappropriate sexual conduct with numerous women. 

 

Mayor Patrick Brown should step down immediately to save our City of Brampton!

While the international community is preoccupied demanding to know how & how many LTTE were defeated instead of being happy that LTTE was defeated, Sri Lanka has chosen to concentrate instead on developing Sri Lanka & giving a life to those that had been living in fear of LTTE. Gokulan a former child soldier became a singing sensation and now Sri Lanka is proud that we have another sensation – V Viyaskanth the 18 year old cricket sensation from Jaffna. Had Prabakaran & LTTE prevailed Viyaskanth would be bowling grenades and batting with an AK47 instead of the amazing leg spinner he has become.

Vijayakanth Viyaskanth was born on 5 December 2001. Months before the Norwegian brokered infamous Cease Fire Agreement of February 2002 that officially gave territory to terrorists. The CFA was used to not only regroup but carry out a massive propaganda campaign to collect funds and plan to attack the Sri Lanka Armed Forces with venom. It was also a period that the LTTE increased recruitment of child soldiers as evident in UNICEF figures inspite of claiming to release child soldiers. It was as a result of closing the Mavil Aru anicut and committing a war crime by cutting off water to some 40,000 farmers in the East that the Armed Forces was called in to open the anicut. This eventually led to the liberation of Eastern Province of LTTE. By 2006, Vijayakanth Viyaskanth would have been just 5 years old. LTTE was militarily defeated in May 2009 when Viyaskanth was just 8 years. LTTE recruited children as young as 7years to be child soldiers denying these Tamil children their right to live happily with their parents and their fundamental right to education and freedom of movement.

If LTTE was not defeated in 2009, Viyaskanth would have been turned into a child soldier with no hope of ever becoming a cricket sensation.

It is believed that 30% of LTTE comprised children. Just imagine how many of them faced death as children for no reason, forced to kill and commit suicide biting a cyanide capsule. Aunty Adele that vicious Australian nurse comes to mind. She was the main trainer of children from 1970s to late 1990s when she returned to UK and where she lives happily. The UK that has banned LTTE in UK seems not bothered that the woman who trained children to kill and commit suicide is living in UK and no attempt is made to even question her role in LTTE.

How many LTTE child soldiers had their dreams dashed – how many of these LTTE child soldiers could have become lawyers, engineers, doctors, accountants, teachers, principals, entrepreneurs & sports stars? Instead hundreds and thousands of them ended up holding a gun, biting a cyanide capsule and living in the jungles. What kind of life was this for children? The silly tamashas that LTTE diaspora hold annually are just sham shows just for publicity when in reality not a pound or dollar have gone to the families of these dead child soldiers.


LTTE Diaspora – Indoctrinating hate into the minds of innocent children


Do these Tamil children living overseas singing happy birthday for Prabakaran know what life was like for the Tamil children who were Prabakaran’s child soldiers? These kids are blowing candles – Prabakaran’s child soldiers were blowing people to pieces

The LTTE Diaspora overseas who carried out the propaganda for LTTE should feel ashamed. While their children went to private/public schools, university and landed themselves top jobs and wore branded clothes and went on holidays – back home fellow Tamil children of poor and low caste homes were kidnapped, taken to bogus LTTE ‘orphanages’ and trained to kill and commit suicide. While LTTE diaspora enjoyed life digging into the LTTE money kitty and educating their children, the low caste and poor Tamil children had to suffer in the jungles of Mullaitivu. The only clothes they wore were the LTTE uniform that was often unwashed for months.

19 May 2009 must be celebrated annually by GoSL & citizens of Sri Lanka as freedom for Tamil children. No longer are they kidnapped and turned into LTTE child soldiers.

Had LTTE prevailed instead of being defeated in 2009, this young cricket sensation would have been no cricket star but a 18 year old child soldier.

For all those in the international community bragging about reconciliation and accountability – a question for them is what have their finger pointing and demarches produced other than giving the opportunity for LTTE Diaspora to light the LTTE Flower over UK Parliament!

Sri Lanka on the other hand has proudly produced plenty of stars like Gokulan and Viyaskanth. Of the 594 child soldiers who surrendered to the Sri Lanka military in 2009, all were given a Presidential Pardon and then put through school and given training in whatever livelihood they wished to enter.

11 years after LTTE defeat, Tamils can be happy to see how North has progressed from what North was under LTTE rule. When LTTE was making $300m annual profits, what comforts did LTTE or the LTTE diaspora give the Tamil people living in the North. Only a handful that supported LTTE enjoyed all the fruits of the LTTE terror reign. At least one family member lives overseas but it was only after LTTE defeat that they could freely help their families back home. Previous times all living overseas, whether they liked it or not had to give tithes to the LTTE kitty on a monthly basis. So whether LTTE diaspora or LTTE supporters like to admit it or not, their lives changed for better after LTTE demise. The only lot disheartened by LTTE defeat are the selfish lot who preferred to enjoy the LTTE kitty only amongst themselves without sharing with the rest of the Tamil community in particular the poor & low caste.

Returning to our young 18 year old cricket star Vijayakanth Viyaskanth, who made his debut for Jaffna Stallions in the recently concluded IPL cricket tournament, all of Sri Lanka wish him for a bright future. We are all fond of and proud of the other cricket sensation Muttiah Muralitharan. These are all national treasures.

While petty minds attempt to divide people, Sri Lanka would rather concentrating on building people rather than building obstacles.

The History

The excavations of archaeologist Prof.Raj Somadeva, on the trail of Balangoda human (Homosapiens balangodensis) – the skeletal evidence of anatomically modern homosapiens that lived 50,000 years ago in Sri Lanka are unravelling a fascinating history that had been suspected all along. Sri Lanka has had a developed human presence much before the Indian Prince Vijaya’s expedition in 600 BC. Prince Vijaya married a Prince known as Kuveni who was living in SriLanka. Later Vijaya brought another lady from North India as his queen. In fact, the archaeologists believe modern humans existed in Sri Lanka as far back as 125,000 before present (BP) through the Ice Age.

An indigenous Stone Age culture can be traced back to 10,000 BC, a few hundreds of this Veddha people, related inter alia to the indigenous tribes of Australia, have survived, just, until today. The first Sinhalese arrived in the country in the sixth century BC – probably from northern India. Buddhism, later to become a powerful religious influence in the country, came in the mid-third century BC. A great civilization grew up around the cities of Anuradhapura (a kingdom from 200 BC to AD 1000) and Polonnaruwa (1070 to 1200).

 

Tamils and Foreign Invasions in Sri Lanka   

  1. Tamil military leaders were powerful as far back as 200 BC, and a successful Tamil invasion took place from AD 432.
  2. In 237 BC Island was ruled by two south Indians holding the throne at Anuradhapura.
  3. In 145 BC a Tamil General named Elara of the Chola dynasty ruled the country from South India for 44 years.
  4. In the modern period, a crucial date was 1505, the arrival of the Portuguese who soon occupied parts of the coastal areas.
  1. After 1656 the Dutch defeated the Portuguese on land and at sea, and foreigners secured a tighter grip of the island, though Kandy, hidden in deep jungle, continued to rule itself, along with some strange customs. In 1660 a young sailor from London named Robert Knox was held in Kandy for nineteen years.
  2. In 1796, the British — concerned about revolutionary France’s ambitions — wrested the island from the Dutch. As a bonus, the coveted natural harbour at Trincomalee became a Royal Navy staging post. In 1802 Ceylon was declared a British Crown Colony.
  1. In 1815 the last king of Kandy was deposed and exiled, though guerrilla wars spluttered on.

Tamils Settlement in the Country

In 1805 tens of thousands of Tamils were imported from south India to work on first the coffee and then the far more successful tea plantations by the British. The ‘new Tamils’ did not integrate well with the existing minority Tamil population who settled down in 1400, because, firstly the incomers were considered “low caste’’ by the Northern Tamils who had forgotten their beginnings as indented labour in the tobacco plantations. Furthermore, the newcomers soon almost equalled the numbers of indigenous Tamils.

 

 

The picture below shows how British’s treated Tamils who were brought by them to work for them.

Therefore, the claim made by Tamils in the North and by Diaspora Tamils who live in the Western countries is totally incorrect and should be rejected. UK is the country to be blamed for supporting the false territorial claims of the Tamils and introduced the divide and rule policy in the dominions of the British Empire. Otherwise Sinhalese and Tamils lived in this country peacefully as one nation – most of them do so even now, especially in the south.

The bill 104 which is in its Second reading in the Ontario Parliament of Canada seeks to establish a week of “Tamil Genocide Education” from May 18th to 25th every year. If this passed and enacted, 4800+ schools in the Ontario province by Law will have to teach all their students that there was a Tamil Genocide in Sri Lanka – in 2009.
This is a highly dislocated and deformed ideological and politically charged position.
Up to now, even the UN High Commission for Human Rights has not used such loaded discourse about the last days of the war in Sri Lanka.
If such teaching is to be institutionalized, that would permanently and deeply damage the present and future reconciliation attempts by both the Sri Lankan government and the global moderate Tamils.
This bill needs to be defeated in its present form and instead, I invite the proponents to engage with Sri Lanka Government in a more constructive and results-producing process. I am more than willing to be the facilitator of such an initiative.

KUALA LUMPUR – The Malaysiyan police are on the hunt for a man who claimed to be the commander-in-chief of the Liberation Tigers of Tamil Eelam (LTTE), and threatened to shoot Inspector-General of Police (IGP) Abdul Hamid Bador.

Bukit Aman Criminal Investigation Department director Huzir Mohamed said the suspect had also sent threats via email to the media, that he would attack the Bukit Aman police headquarters and the defence ministry.

“The suspect is the same individual who was previously investigated under Section 4 (1) of the Sedition Act 1948 for reportedly making an insulting statement against the Yang di-Pertuan Agong (Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah),” Huzir told a press conference, on Tuesday (Dec 1).
According to him, the police have opened two investigation papers under Section 507 of the Penal Code and Section 233 of the Communications and Multimedia Act (AKM) 1998.

Several media outlets have recently reported receiving an email containing threats against Abdul Hamid from an individual, who also claimed he would launch attacks in Sri Lanka.

The now-defunct LTTE was embroiled in a civil war with the Sri Lankan army for almost three decades, in its quest for an independent Tamil state in the north and east of the country.

It is listed as a terrorist organization in dozens of countries. Its reign ended in 2009 when the group was defeated by the Sri Lankan military.

In any newspaper or comment, it is mentioned that the LTTE or the Tamil Diaspora have money. Well they do, otherwise, how did they manage to hoodwink politicians etc,   and during the end of the war, when the British Foreign Minister and the French Foreign Minister, came to convince the then President of Sri Lanka, Mahinda Rajapakse to stop the war, so they could take Prabhakan The Leader of the LTTE, who was the master mind behind the civil war in Sri Lanka. While this was happening, there were Tamil’s and perhaps Indian Tamils who were on hunger strike, protesting opposite the Canadian Parliament. But luckily for the Sri Lankan Canadians, the Canadian government which was the Conservative Party did not budge. Luckily for the Sri Lankans managed to see a civil war end, because of a strong leader.

But how did the LTTE or the Tamil Diaspora managed to do such things.

It is the common norm to say among the Sri Lankans, that they have money! But how is that?

The truth is, the Tamil Diaspora or the TGTE have been for years, and extorting money from the Tamil’s living overseas. And money they collect from the boat people, who pay $ $40,000 to $65,000 in order to cross over to Canada.

I watched the movie on Netflix called the “Don’t F*** with Cats” in which a serial killer, Luka Magnotta, who lived in Montreal and Toronto, was caught. But more than being like a thriller, it was a true story that happened in Canada. It also reveals the inefficiency of truth behind our Ontario Police and Montreal police. How a killer managed to slip through the loops, because they didn’t take anything seriously.

Right now, many Sinhalese depend on the Police to be vigilant about the activities of the LTTE, but with the politicians supporting these organizations, I wonder 

how many of their activities are slipped through daily.

York University of Toronto, Ontario, is one of the largest universities in Canada with over 300 student clubs. York University provides access to cutting edge research in 25 Research Centres and Institutes that help transform the future in the fields of global health, digital learning and sustainable business solutions. 

McMaster University of Hamilton, Ontario is recognized as one of the best universities in Canada, that once ranked as the 5th best university in Canada in the 2012-2013 academic year, according to the Times Higher Education World University Rankings. 

 

However, did you also know that these educational institutions are also breeding grounds for Tamil Terrorism? While it might be difficult to believe that such reputable Canadian educational institutions would encourage and allow glorification of Tamil Terrorism, it is unfortunately the case. 

York Tamil Students’ Association is
dedicated to serving the cultural, recreational social, educational and
organizational interests of the Tamil Community in a non-profit basis. The
President of the Association is Mithilen Mathipalan. Here’s the logo of the
association below.

York Tamil Students’ Association also has its own Instagram account, @yorkutsa. When taken a closer look at the Instagram account, it was clear that this students’ association is rather dedicated to glorifying and celebrating a proscribed terrorist organization in Canada known as the Liberation Tigers of Tamil Eelam (LTTE) and its terrorist members which includes deadly suicide bombers that carried out numerous attacks against innocent Sri Lankan civilians for 26 years (1983-2009). This organization was banned in 2006 by the Canadian government. However, York University Tamil Students’ Association proudly display the banned Tamil terrorist organization’s flag during their cultural events (see pictures below). During a multicultural event, the flag was displayed at a booth and also displayed in a multicultural week parade. This makes any sane, law abiding individual question, “Does Canada’s multiculturalism=terrorism?”

 

Notice, how the logo of the York Tamil Student’s Association is symbolic of the same Tamil Terrorist elements. The logo depicts the same image of the tiger in the Tamil Terrorist flag (LTTE) (see the red and yellow tiger flag below). The logo also depicts the map of the mono-ethnic and separatist state named Tamil Eelam (see the top right image below), which the LTTE was trying to create by waging a war against innocent Sri Lankan civilians for 26 years.






An excerpt from the caption of the top right post (I am Thamizh) above on @yorktsa Instagram page, mentions: “We take this day to remember the efforts of our Thamil Martrys of the LTTE (Proscribed Terrorist Organization in Canada) who fought for the livelihood. There will be student and community speakers and performances to help in commemorating the event”. The bottom left post of the female LTTE cadre is one of the many individuals who participated in the LTTE Tamil Terrorist cause.

McMaster Tamil Student’s Association is no different. According to McMaster Students Union, McMaster Tamil Student’s Association aims to plan cultural and social events that unite both students and faculty to embrace their identity, celebrate their heritage, serve their communities while advocating humanitarian values. Here’s the logo of the association.

Again, notice how the logo of the McMaster Tamil Student’s Association includes the map of the monoethnic and separatist state of Tamil Eelam, aimed to creating by the LTTE Tamil Terrorist Organization. Both Instagram accounts make the effort of providing a spotlight to the Tamil terrorist flag and to individual members of this terrorist organization as evidenced by the images above. 

 

McMaster Tamil Student’s Association has Instagram account called @mcmastertsa. A closer look at this account, depicts the work carried out by this association. Again, this includes terrorist glorification events such as Maaveerar Naal, which is an event dedicated to celebrating suicide bombers and LTTE cadres that carried out ruthless atrocities against innocent Sri Lankan civilians. Their images of the terrorist members of this banned organization are proudly displayed. The banned Tamil Terrorist flag has also been proudly displayed in the events conducted by this association (see pictures below). The Canadian flag is also being raised along with the banned Tamil Terrorist flag in the same premises. 

 

An excerpt from the caption of the top left post (Major Sothiya) above on @mcmastertsa Instagram page, mentions: “MacTSA is not affiliated with any militant group. Our goal is to convey the narrative and history of Tamil Eelam”.

However, the question arises,
“If MacTSA, is not affiliated with any militant group, why does the association, spotlight members of a proscribed terrorist organization in Canada, that is responsible for killing thousands of innocent Sri Lankan civilians, indiscriminate of ethnicity?” Why is MacTSA attempting to fool McMaster university authorities, students and the general Canadian public, by celebrating and glorifying terrorism in the disguise of celebrating history of a mono-ethnic state that a ruthless terrorist organization banned in Canadian soil, once attempted to create?

Terrorism is celebrated and glorified in the disguise of multiculturalism at York and McMaster Universities. The authorities of these educational institutions have never raised any concerns or questions regarding the glorification Tamil Terrorism and violent suicide bombers and terrorists who carried out massacres against innocent Sri Lankan civilians being celebrated in university premises. This deeply questions the credibility and integrity of these 2 educational institutions.

 

Is Tamil terrorism, a part of Canada’s multiculturalism? Is Tamil terrorism, what authorities at York and McMaster universities aim to teach their students? Is it possible to celebrate another culture by glorifying suicide bombers and individuals of a proscribed terrorist organization? Is this, what you call “multiculturalism”?

 

LTTE (Liberation Tigers of Tamil Eelam) are responsible for killing thousands of innocent civilians in Sri Lanka irrespective of ethnicity, race or religion for 26 years. Victims of Tamil Terrorist bombings and suicide attacks at the Colombo Central Bank, at the Bandaranaike Airport, religious places of worship including mosques and Buddhist temples, schools, railways, public transport were all funded in Canada. Canada has been an unofficial state sponsor of terrorism against innocent Sri Lankan civilians and deeply hurting the Sri Lankan-Canadian community as a result.  The Canadian government openly promotes separatism in Sri Lanka by recognizing so called Tamil Genocide Day, Mahaveerar Naal (celebration of Tamil Terrorist suicide cadres), bogus war crimes against the Sri Lankan Armed Forces, while blaming the Sri Lankan government for getting rid of Tamil Terrorist violence as the guilty party.

 

Glorification of violence is one of the key steps taken to keep terrorist ideologies alive so that they never die or diminish. Canada’s York and McMaster universities certainly aim to keep the Tamil terrorist ideology alive by allowing the glorification of a proscribed terrorist organization in Canadian soil. This creates an absolute mockery out of Canada’s true multiculturalism, anti-terrorism laws and the reputation of these educational institutions.

Dear Sirs/ Madames:

I write to you on behalf of Sri Lankan residents and Sri Lankan parents whose children attend schools with  Toronto District School Board (TDSB) to direct your attention to the following email  (Email) that has been originated by  TDSB.

Review of the Email indicates that TDSB as an organization is approving and condoning the information disseminated in the seminar as it is evident that TDSB is encouraging the students and staff to attend the event.

I trust you are aware that, being educators yourselves and/or as responsible office holders for a field that holds accountability of shaping future generations and young minds, that information you disseminate should be true and correct.

If you or your agents take responsibility in promoting a certain event or segment of information ,it is your paramount responsibility to verify the accuracy of information or the reliability of the message the event is proposing to promote.

I trust you all, being affiliated with the field of education, are aware of the definition genocide. I have attached the Guidance note provided by UN (United Nations) for your ease of reference and further review and strictly direct your attention to implications outlined in the note associated with arbitrary use of  the term genocide.

Genocide Convention provides the guidelines for establishing genocide and as per the convention the only authority  that is able to make a finding of genocide is UN or the International Court of Justice. I have attached the Guidance note provided by UN (United Nations) for your ease of reference and further review.

Article VIII

Any Contracting Party may call upon the competent organs of the United Nations to take such action under the Charter of the United Nations as they consider appropriate for the prevention and suppression of acts of genocide or any of the other acts enumerated in article III.

Article IX

Disputes between the Contracting Parties relating to the interpretation, application or fulfilment of the present Convention, including those relating to the responsibility of a State for genocide or for any of the other acts enumerated in article III, shall be submitted to the International Court of Justice at the request of any of the parties to the dispute.”

There has been no finding of genocide in Sri Lanka.  The issue is controversial and falls clearly with in political propaganda initiated by certain factions  to achieve political goals.

Sri Lankan community  has provided its formal objections on the issue to the municipalities and the provincial government. I have attached the above materials to allow you to get a full  sense of the controversial nature of the matter.

You as educators are disseminating false and unsubstantiated information  with little thought to accountability of your actions.  It is irresponsible and discriminatory towards thousands of Sri Lankan parents whose children are attending your schools. It is a breach of trust the parents have placed in you to educate their children responsibly and not fall prey to factions who attempt to promote their political agendas.

We request that TDSB withdraw sponsorship of the matter . Please note that TDSB shall be held accountable for promoting unsubstantiated and partisan information without proper verification  if TDSB proceeds with their support for this seminar and the matter will be escalated to seek redress through all available channels.

    Dear Mayors John Tory and Mayor Patrick Brown,

    Re: Proclamation of May 18, 2019 as “Tamil Genocide Remembrance Day”

    I am writing as a Canadian of Sri Lankan Sinhalese origin to express our deep disappointment and disbelief on your proclaiming the 18th of May, 2019, as         “Tamil Remembrance Genocide Day” on one sided information presented to you from extremist members of the Tamil community that extended support         to the internationally designated terrorist group known as the Liberation Tigers of Tamil Eelam (LTTE) proscribed by the UN Security Council, USA, UK, EU,         Canada, and India amongst a total of 32 countries, and without consulting the other members of the Sri Lankan community from the Sinhalese, non-                political moderate Tamils, Indian Tamils, Moors, Malays, Burghers, etc. residing within your two cities. 

    We find that the rules governing the issue of such proclamations strictly prohibit such where it relates to:  (1)  Matters of political controversy; and (2)             Events or organizations with no direct relationship to the City.  Furthermore, this is bound to create friction among the proponents and opposition within         the Sri Lankan community which has been striving to heal the underlying differences and come together in amity and friendship. The word ‘Genocide’ has     been defined by the United Nations, and that august body has not considered the actions taken by the security forces of the legally and duly elected                 government of Sri Lanka against the internationally designated terrorist group known as the Liberation Tigers of Tamil Eelam (LTTE) which was engaged in         an armed insurrection including suicide terrorism to break up the state of Sri Lanka, in order to establish a separate mono-ethnic Tamil separate state called     “Eelam” through a continuous wave of death and destruction as coming within the scope of the term ‘genocide’.

    We also wish to point out the false statements presented by those requesting the issue of the proclamations which apparently have been accepted without     question in your determinations:

(a      (a)    The Tamils are not recognized as a Nation, and form a part of the Nation of Sri Lanka which is a multi-lingual, multi-religious state.  The Tamil nation         exists outside Sri Lanka in the State of Tamilnadu in South India where over 75 million Tamils live.  In fact, the Tamils were not even recognized as a distinct     ethnic group in Sri Lanka (Ceylon) till the census of 1911, as they were previously regarded as the Malabars who had been brought as indentured labour         from the Malabar coast of India for work in tobacco, coffee and tea plantations by European colonial powers.

(b         (b)The Tamils arrived as peaceful settlers around the 11th and 12th centuries, whereas previously they only attempted to invade the land to pillage and             plunder but were driven back every time from the small pockets they captured  by the indigenous Sinhala people.  In the 13th century they succeeded in         establishing a small kinglet called Jaffnapatam confined to the Jaffna peninsula and a narrow strip of land extending to Mannar on the northwest coast             paying tribute or taxes to the main Sinhala king whose seat was in Kotte or Kandy.  This tiny kinglet lasted about 150 years till such time as the  King of             Kotte sent a military expedition under the command of Prince Sapumal to regain suzerainty over the terrain of Jaffnapatam.   Tamils who were brought in         to grow tobacco by the Portuguese and Dutch colonial regimes that held sway over the coastal areas from the 16th to the 18th centuries were settled in the     northern and eastern areas where they came to form the predominant group in the region.  It was never the traditional homeland of the Tamils as the             Sinhalese settlements predated the entry of Tamils by over two millennia as the place names clearly establishes the Sinhalese ancestry in the region.  Even     today, more Tamils live outside the north and east amidst multi-ethnic communities and make up roughly 12 percent of the total population.

(c       (c)   The British took over the Dutch possessions in 1796 and the Sinhalese ceded power in terms of  the Treaty called the ‘Kandyan Convention’ of 1815.         The Sinhalese began to resist the British who disregarded their treaty obligations and took over the lands of the Sinhalese without a penny in                             compensation. At this point, the British colonial ruler commenced discriminatory treatment of the Sinhalese and favored treatment of the minority Tamils     under their divide and rule policy. The colonial administration encouraged Christian missionaries to establish schools in Jaffna and other Tamil areas with         few and far between for the others. At the time the British left granting independence to Ceylon (Sri Lanka) in 1948, the number of First Grade  schools with     libraries and science laboratories in the Tamil areas exceeded that in the rest of the country, as a result of which the Tamils came to dominate the public         service and professions.  Following independence and transfer of political power through the exercise of universal franchise to  the Sinhalese who                     comprised 78 percent of the population, and steps taken by the national governments to open more schools and bring about some equity affected their         level of domination which was regarded as discrimination by the Tamil community.

(d      (d)  It is to the credit of the Tamil community that they have continued to hold leading positions even after independence.  The first Ceylonese Army                 Commander was  Anton Mutukumaru who was a Tamil, six of the twelve Deputy Inspectors General of Police, several Judges of the Supreme Court, Heads     of Government Departments, senior Diplomats, leading members of every profession were from the Tamil community.  Every single government formed         after independence have had Tamils holding cabinet positions.  Even today, Tamils hold key positions in the government, supreme court, central bank and         other key institutions, making the allegation of discrimination highly questionable.

(e      (e)  Even many of those Tamils who destroyed their passports enroute to seek refugee status in Canada, bypassing their original homeland of Tamilnadu         separated by just 25 kilometers of ocean to which they are linguistically and culturally linked, approached the Sri Lankan High Commission office in Ottawa     to obtain travel documents by the thousands to visit Sri Lanka the land which they claimed had persecuted them.

(f       (f)    The Tamils who loudly claim discrimination at the hands of the Sinhalese mounted a massive campaign against the ‘Prevention of Social Disabilities Act’     of 1957, as it would prevent the high caste Vellalas from blocking the entry of so called low caste Hindus ( designated as untouchables) from entering their     temples or kovils to exercise their fundamental  right of freedom of worship and entering schools to gain education.  One of the key leaders heading this         campaign was Mathematics Professor and Tamil separatist politician C.Suntharalingam.

    Influenced by the ‘We Tamil Movement’ of Southern India of the 1920’s to fight for an independent Tamil state in India from the British, the Tamils in then     Ceylon withdrew from the Tamil Congress which was part of the National Government formed immediately after independence to form the new separatist     party called the Illankai Thamil Arasu Kadchi (Tamil State Party) in the year 1949 just one year after gaining independence. The Tamil separatist movement        continued to grow building antagonism towards the Sinhalese and later formed the Tamil United Liberation Front (TULF) which adopted the infamous             Vadukkodai Resolution in 1976 to form a Mono-Ethnic  Tamil Separate State called “Eelam” encompassing the northern and eastern provinces comprising         1/3rd of the land area and 2/3rd of the nation’s coastline and oceanic economic zone exclusively as a Tamil dominated state.   The resolution envisaged the     use of armed force to establish the separate state leading to the formation of a number of armed Tamil militant groups to whom India provided military         training, funds and weapons to destabilize her small neighbour of Sri Lanka.

    The LTTE launched attacks on the other Tamil militant groups to gain ascendancy and later became the leading terrorist group employing suicide terrorism     and coming to be recognized as the ‘Sole Representative’ of the Tamil community including by the Tamil National Alliance (TNA) elected to represent Tamils     in the National Parliament. Contrary to what has been stated, it was the LTTE that carried out attacks against Tamil political leaders, Tamil academics and         school principals, Tamil police officers including reputed Tamils such as Mayor Duraiappa, TULF leader Hon. Amirthalingam, Rajini Thiranagama university         professor, Neelan Tiruchelvam leading intellectual, the Hon. Lakshman Kadirgamar, distinguished Minister of Foreign Affairs and a host of other Tamils             deemed dissidents to their cause. They have been described as the most ruthless terrorist group by the FBI in their website.

    Thereafter, the LTTE began to attack the apparatus of the state responsible for internal security, isolated military camps, assassination of political leaders         including Ranasinghe Premadasa, President of Sri Lanka, Gamini Dissanayake, Presidential candidate,cabinet ministers including  Lalith Athulathmudali, C.V.     Gooneratne, Jeyaraj Fernandopulle, T.Maheswaran, the Navy Commander Fernando, attempted assassination of Chandrika Kumaratunge, President of Sri         Lanka, Army Commander Sarath Fonseka and Defence Secretary Gotabhaya Rajapakse. In February 2002, the government of the day entered into a                     Ceasefire Agreement (CFA)with the LTTE appointing the Nordic countries to monitor the situation,  and commenced peace talks using Norway as the                 facilitator and the USA, UK and Japan along with Norway as Co-Chairs of these talks.  The LTTE did not negotiate in good faith as they used the talks to buy     time to rearm and conscript youth including children to their fighting ranks – which is a war crime, withdrawing from the talks after six rounds to seek their     goal through military means. According to the Nordic Monitors, the LTTE had violated the CFA on over 7,000 instances including the killing of more than 400     military and civil personnel without incurring any penalties, whilst the Sri Lankan Military had been in violation on about 450 occasions mostly relating to         harassment of civilians at military check points.

    The LTTE also attacked economic targets such as the Central Bank, Petroleum Storage facilities, The International Airport at Katunayake destroying six             commercial aircraft belonging to Sri Lankan Airlines, and regularly planted bombs in public transit, shopping malls, bus terminals, rail stations, killing large     numbers of civilians making the population fearful of going about their normal business. They attacked remote rural villages in the north and east to                 ethnically cleanse the region and drive out the resident population from areas claimed for their separate state.  They even attacked the holy shrine of             Buddhists at the Sri Maha Bodhi in Anuradhapura killing about 140 including monks and lay devotees  who were engaged in meditation and other                     devotional activities.  They attacked a bus carrying 33 Buddhist monks who were proceeding on pilgrimage at Aranthalawa using machine guns and                 machetes, and also bombed the Sri Dalada Maligawa in Kandy which houses the Tooth Relic of the Buddha in the early hours killing about 20 worshippers     and causing damage to this World Heritage Site recognized by UNESCO.  They attacked Muslims at prayer in Kattankudy killing nearly 180 worshippers             inside their mosques. The killing rampages continued unabated until such time as the state decided to combat force with force.

    By mid-2005, the LTTE had garnered a huge amount of funds through extortion of the Tamil expats (vide HRW report of March 2016), drug running, human     smuggling and other illicit as well as legitimate means sufficient to buy necessary weapons for their land, sea and air forces to launch their final war of             liberation and even stockpile weapons in floating warehouses aboard ships parked off the main sea lanes out at sea. They attacked unarmed military                 personnel on home leave for the new year and started hostilities in earnest by shutting off the sluice gates at Mavil Aru in August 2006 stopping the flow of     drinking and irrigation water to 30,000 farmers living downstream.  The Sri Lankan state called on the Nordic Monitors to intervene to restore water, and as     the LTTE refused to do so for over 12 days, the government ordered the military to act with force to resume the water supply.  The Sri Lankan state                     abandoned the CFA and carried out coordinated action by its security forces to rout the LTTE by retaking the east, and then moving up the west coast                 evicting the LTTE military camps causing them to retreat.

    As the LTTE forces retreated towards their strongholds in the northeast they forced the Tamil civilian population to move with them from west to east to         exploit their labour, conscript new fighters and form a human shield. The battle progressed rapidly with the LTTE losing ground and fighting cadres till they     became completely surrounded by the Sri Lankan forces in a narrow strip at Putumathalan, in Mullaitivu district beside the Nandikadal lagoon.

    Contrary to what is claimed as genocidal attacks by the Sri Lankan forces, the number of genuine civilians killed is unknown as none of the published                 figures distinguish between combatants, LTTE Auxiliary Forces Personnel, and genuine non-combatant civilians. The UN Resident Representative’s office in     Colombo reported that a total of 7,721 were killed between end August 2008 and May 13, 2009 which number the UN Under Secretary General for                     Humanitarian Affairs, Sir John Holmes, did not accept stating that it could not be verified as the UN was not on the ground other than lower rung Tamil             employees whom the LTTE refused to release. Amnesty claimed a total of 10,000 being killed, the UK Sunday Times reporter who only overflew the last             battle ground when he accompanied UNSG Ban ki Moon on his inspection tour on May 25, 2009 reported that 20,000 had been killed in the last stages (i.e.     January 1 to May 19, 2009), while UNSG’s so called Panel of Experts on Sri Lanka sitting in New York estimated tens of thousands of persons being killed         estimated at 40,000, the same number reported on by the Int’l Crisis Group.  The UNSG’s PoE received its information from some 4,000 persons, mainly             Tamils living outside Sri Lanka, instructed that the data collected be locked up for the next 20 years till 2031, when a decision would be made to release             same or keep these locked for a further period. Gordon Weiss who was the UN Spokesperson in Colombo later inflated the number killed to 40,000 in his         book “The Cage”, which number he lowered to 10,000 when he was being questioned by a Sri Lankan audience in Australia, probably with a view to profit     from his book sales to members of the expat Tamil community numbering over a million. He has been described elsewhere as an Unreliable Witness.  That     pro-LTTE reporter Frances Harrison is still counting the dead, having stated that 70,000 to 140,000 may have been killed. Yasmin Sooka who was appointed by Ban ki-Moon as         one of the three members of the Panel of Experts on Accountability on Sri Lanka, close friend of Navi Pillay, who is also a South African Tamil just like Navi     P, who attends all the propaganda meetings organized by the pro-LTTE groups is on the same page as Frances Harrison claiming over 110,000 persons being     killed in the last stages. She certainly benefited by her openly partisan stand, receiving a grant of 25 million Euros from the EU for a South African NGO             headed by her.

    In 2012, the Government of Sri Lanka (GOSL) carried out a census among the residents of the north to determine the number of persons who had been             killed in the final stages using Tamil school teachers and public servants as enumerators and arrived at a figure of 7,432 excluding those who had died of         natural causes. Strangely, on adding up the monthly number of such casualties reported in the propaganda arm of the LTTE, namely the Tamilnet, the total     killed for the period January 1, 2009 to May 19, 2009 was 7,398 which was below the GOSL census count.

    The UNSG’s PoE which claimed 40,000 had been killed also stated that half the LTTE fighters did battle in civilian attire thereby blurring the distinction             between combatants and civilians. Furthermore, they had based their conclusions mainly from one sided information provided to them by pro-LTTE                 elements, which material they recommended be locked away for a period of 20 years till 2031. Today, Sri Lanka is being hounded by the west and the UN         on the basis of this report produced by the UNSG’s PoE, an internal document prepared purely for the guidance of the UNSG, which concluded there were     ‘credible allegations’ – not credible evidence, which was apparently leaked by the UNSG’s office to the UNHRC, which Navi Pillay sought to table at the             UNHRC sessions although it was not a UN sanctioned document.

    Another interesting statistic is the total number of injured persons among the Tamil IDPs according to the ICRC responsible for ferrying them by land and         sea for medical attention was 18,439 which is lower than the 40,000 supposedly killed during the last stages. Normally, the injured (WIA) is between 2-3         times the number killed, which means that the number injured should have been 80,000 – 120,000.

    Amnesty and HRW commissioned a report from the American Association for the Advancement of Science (AAAS) to determine the number killed after             analysis of the high resolution satellite imagery of the final battleground, as the latter were only able to come up with a total of 1,346 burial spots in three     burial sites within the Civilian Safety Zone (CSW), which detailed report is carried in their website. As this report did not support the bogus numbers                 swirled around by LTTE propagandists, Amnesty and HRW did not proceed with their planned report to press for action against Sri Lanka. The AAAS report     was also able to identify some 65 or so craters which they determined had been made by Mortar Shells (not artillery) along the perimeter of the CSZ close     to the Nandikadal Lagoon where the LTTE fighters were concentrated and close to the coast where the Sea Tigers operated. Even the buildings without             roofs initially thought to have been targeted with artillery fire turned out to have been dismantled by the LTTE to cover their bunkers or hide their long             range weapons, while the building walls remained undamaged.

    The, while tSri Lankan forces abandoned air attacks and use of Artillery/MBRL in the latter part to prevent harm to the civilian population, while they faced a continuous barrage of         artillery and mortar fire from the LTTE resulting in the loss of around 2,500 soldiers and a further 5,000 or more becoming injured. The LTTE too would have     lost at least an equal number of combatants due to the intensive battles at the end stages. If one takes out 2,500 from the UN number of 7,721, one is left     with 5,221. Of this number, several were killed by the LTTE which ordered their cadres to fire on escaping civilians, and even unleashed suicide bombers         and artillery fire on the escaping civilians who earlier formed a human shield. Some others killed would have been members of the LTTE’s Auxiliary Forces     that supplied ammo, removed injured and dead fighters, or were engaged in digging trenches or building defensive berms, and yet others from the Makkal     Padai, their civilian fighters. Once you adjust for the LTTE’s own killings, auxiliary forces personnel, Makkal Padai forces that were killed, you will be able to     ascertain the number of genuine civilians who were killed in the crossfire and ongoing battles.

    The LTTE was offered several chances to surrender but they did not pay any heed as they expected the international community led by the USA to                     intervene in the ongoing battles and rescue them and obtain asylum for them in an African country such as Eritrea from where they could continue their         separatist struggle in Sri Lanka. In fact, two 48 hour ceasefires were put into effect by the Sri Lanka military in February and April 2009 to enable the                 civilians to get out of harms way and move into areas controlled by the army where they would be safe.  However, regrettably the LTTE did not allow any of     the civilians to move out and even fired on those who attempted to flee killing them, effectively blocking the safe removal of the civilians who were being     used as a human shield. Despite the attempts of the LTTE to put the lives of the Tamil civilians in danger, the Sri Lankan Security Forces succeeded in                 eliminating the Tamil Tiger fighters and rescuing 295,873 Tamils including some 11.800 former Tiger cadres that downed their weapons to safety. They were     housed in Welfare Camps, provided all meals, medical/ psychological care, education, vocational training, and resettled in their former places of residence     after clearing the land of 1.5 million landmines laid by the LTTE to hamper the advance of the country’s armed forces. The former Tiger cadres were                 enrolled in a rehabilitation program, given new life skills that would enable them to lead independent lives and released to society.   ARE THESE ACTS OF         GENOCIDE AGAINST THE TAMILS? 

    The Justice Maxwell Paranagama Commission on Missing Persons in Sri Lanka was assisted by a team of international legal and military experts in matters     relating to International Human Rights Regulations, and War Crimes issues in respect of the military operations against the LTTE, where they concluded that     the Sri Lankan forces had not violated International HR or committed war crimes. These experts were internationally recognized authorities, many of whom     had served as legal advisers or prosecutors in the International Criminal Courts.  The team of experts was led by Right Honourable Sir Desmond de Silva,         QC. (UK) who was Chairman of the Legal Advisory Council, together with Professor Sir Geoffrey Nice QC. (UK), Professor David M. Crane (USA), Mr. Rodney     Dixon, QC. (UK/ South Africa), Professor Michael Newton (USA) Vanderbilt University, William Fenrick (Canada), Professor Nina Jorgensen of Harvard/ The     Chinese University of Hong Kong, Mr. Paul K. Mylvaganam (UK) and Major General Sir John Holmes, DSO, OBE, MC (UK).

    Given the facts as outlined above, we call on Mayor John Tory of the City of Toronto and Mayor Patrick Brown of the City of Brampton, and the Councillors     of the respective Cities to review their decision and withdraw the subject Proclamations made based on one sided and erroneous information.
